WHEREAS, the Council of the City of Saint Paul held a
hearing at 9:00 a.m. , in the Council chambers of the St. Paul
City Hall concerning Masseuse License No. 3437 issued to
Gloria Jean Williams; and -
WHEREAS, evidence was presented by the License Inspector
that notice of a hearing scheduled for April 4, 1979, was
mailed to Ms. Williams at her last known address; and

WHEREAS, said.�n�tice was in a letter dated February 22,
1979, which set �orth the recommendation of the License
Inspector that said license should be revoked on the grounds
that licensee did engage in the solicitation of acts of
prostitution on January 17, 1979; and
WHEREAS, �;the License Inspector' s letter of February 22,
1979, set forth the right of the licensee to have an attorney
present at the hearing on her revocation and safd letter aclso
contained the memorandum of procedures used by the City Council
in license revocation matters; and
WHEREAS, the hearing scheduled for April 4, 1979, was
continued to May 2, 1979, because certain witnesses were un-
available; and
WHEREAS, evidence was introduced that the Liaense Inspector
notified the licensee in writing of the continuation of said
hearing to May 2, 197�9; and

WHEREAS, the licensee did not appear at the license revocation
hearing on May 2, 1979; and
WHEREAS, the licensee' s failure to appear was noted for the
record and the License Inspector was instructed to proceed with
the evidence; and
WHEREAS, St. Paul Police Sergeant Bohn appeared on behalf of
the License Inspector and testified that on January 17, 1979,
he went to the Penthouse Sauna at 54 West Seventh Street, was
given a massage by a female later identified as Gloria Jean
Williams, and was offered sexual services for varying prices; and
WHEREAS, it was further introduced into evic�ence that Gloria
Jean Williams failed to appear before the Ramsey County District
Court; and
WHEREAS, it was introduced into evidence that the Ramsey
County District Court issued a bench warrant for Ms. Williams
arrest; and
WHEREAS, after reviewing the evidence it was moved that the
masseuse license of Gloria Jean Williams be revoked.
NOW THEREFORE, BE IT RESOLVED by the Council of the City of
Saint Paul that Masseuse License No. 3437 issued to Gloria Jean
Williams is hereby revoked.
