INITIATING ACTION: These projects were initiated by the various District Councils and approved through � the Capital Improvement Budget process. City Council approval o"f CIB Committee recomnendations and authorization to begin design was by Resolution C.F. 272239, approved December 19, 1978• • � _�. .. EXiSTING COP�DITIONS: � . The streets contained in this proposal nave an oiled roadway� surface. Driving surfaces are rough and uneven. Roadway widths vary hecause of the lack of � curbing. Traffic counts are low. Sidewalks will be replaced •�Nhere needed. In many cases, boulevards are poorly maintained because of the lack of curbing. Catch basins are inadequate and need repair. Trees are variabte because of Dutch Etm disease removals. PROPQSED IMPROVEMENTS: � � A new bituminous roadway with concrete curb and gutter is proposed`. Roadway width, curb to curb, will be 32 feet. � All old tile sidewalk will be reconstructed, as well as monolithic walk, which is broken or tree heaved. All driveways will be .reconstructed where existing drives exist, or where property owners request. All . existing .house outwalks wi11 be re- constructed. Boulevards will be regraded and sodded from curb to sidewalks. An energy efficient sodium vapor lighting system wi11 be installed. Streets which are different than normal residential construction are discussed . under "Special Considerations". . ALTERNATES: � To do nothing would be inconsistent wi"th the requests of the citizen.s of St. �Pau1 to improve the existing oiled streets. Typical roadway improvements which have been constructed recently in other residential areas are being p.roposed here. No major alternates or deviations were considered feasible or desirable. POSITIVE BENEFITS: Complete improvement of the public right-of-way will greatly enhance and add to the quality and character of the neighborhood. Oiling will be eliminated. Maintenance costs will be reduced. � ADVERSE EFFECTS: There may be some minor disruption and inconvenience during construction time. . SPECtAL CONSIDERATIONS: Ornamental lighting and new tree planting will be dane ,with these projects, but under separate contracts. . These projects have been brought before the people at neighborhood informational meetings. They were well received, with no opposition. t ' _z_ HUMBOLDT-KlNG: King from Hall to Stry has an existing paver laid surface with an asphalt curb. We propose to install co��crete curb �nd gutter and to overlay the existing surface. Elizabeth from Nall to Humboldt is a "sptit level street", with the south half being about 8' higher th<:n the north half. There is a steep slope in between. We propose to build 16' wioe alley sections with concrete curb and gutter on the slope .side. � � MAPLE-WILSON: Euclid from Maria to the cul-de-sac .is narrow, with a steep boulevard on the south side. The cul-de-sac has been previousty paved. We propose cortnectina the existing cul-de-sac to Euclid with a 28` wide street to minimize extensive boulevard work. ASBURY-SHERBURNE: Sherburne from Snelling to Namline is abou.t 32' wide. Traffic is heavier than a normal residential street because of its proximity to Untvers�ity. Asbury from University to lafond is ��about 30` wide. Traffic is also heavier because of its proximity to Sneliing. Parking is heavy because of the Samaritan Hospital and apartments. The residents requested wider streets, and we are now recommending that both Asbury and Sherburne be 36' wide. - When Edmund between Asbury and Simpson was vacated by Samaritah ,:Hospitai , they were required to reconstruct� the street returns. 7hey heve requested that work be done.� with this project and its cost assessed to them.: This work has been included i� our Plans. The existing lighting is on wood poles, except for t�vo blocks on Sherburne from Pascal to Hamline, which are the "green lantern" type. At the public informational meeting, Public Works recommended that these be replaced with new ornamental li9hts the same as the rest of the. project. This would also provide the city with ne.eded spare par.ts for the "green lantern" iigh�s in other areas. There was no adverse reaction to this by the �esidents. � . � ASHLAND-SYNOICATE: Hague at the Hamline Frontage Road and at Scheuneman, adjacent to a "tot lot" was constructed under a previous project. "Bottlenecks", as re- quested by the neighborhood, were not constructed under that project. We are proposing that they be constructed under this project. The existing "green lantern" lighting on this project will be refurbished. . ONEIDP.-RICHMOND: . Richmond on the south side of W.. 7th, has been previously impr�ved and is in� good condition, except for the walk and boulevard on the east side which are in poor condition. For this section of Richmond, we propose to regrade the boulevard and construct a new walk on the east side. Oneida from the RR tracks to St. Clair is adjacent to a playgrou�nd. There is heavy street p�rking during soft- ball games. We are proposing a 36' street.
