INlTIA71NG ACTION: These projects were initiated by the various District Councils and approved through � the Capitat Improvement Budget process. City Councii approval of CIB Committee recommendations and authorization to begin design was by Resolution C.F. 272239, approved December 19, 1978. � " i _7 • EXISTING COPJDITIONS: � . The streets contained in this proposal nave an oiled roadway• surface. Driving surfaces are rough and uneven. Roadway widths vary because of the lack of � curbing. Traffic counts are low. Sidewalks will be replaced •�rrhere needed. tn many cases, boulevards are poorly maintained because of the lack of curbing. Catch basins are inadequate and need repair. .. Trees are variable because of Dutch Elm disease removals. PROPOSED IMPROVEMENTS: � � � A new bituminous rpadway with concrete curb and gutter is proposed`: Roadway width, curb to curb, wilt be 32 feet. � Al1 old tile sidewalk will be reconstructed, as well as monolithic walk, which is broken or tree heaved. All driveways will be .reconstructed where existing drives exist, or where property owners request. All existing .house outwalks will be re- constructed. Boulevards will be regraded and sodded from curb to sidewalks. An energy efficient sodium vapor lighting system will be installed. Streets which are different than normal residential construction are discussed under "Special Considerations". , . ALTERNATES: � To do nothing would be inconsistent wi�h the requests of the citizens of St. �PauT to imp rove the existing oiled streets. Typical roadway improvements which have been constructed recently in other residential areas are b,eing p.roposed here. No major alternates or deviations were considered feasible or desirable. POSITIVE BENEFITS: Complete improvement of the public right-of-way witl greatly enhance and add to the quality and character of the neighliorhood. Oiling will be eliminated. Maintenance costs will be reduced. ADVERSE EFFECTS: There may be some minor disruption and inconvenience during construction time. . SPECIAL COP�SIDERATIONS: Orname�ntal lighting and new tree planting will be done ,with these projects, but under separate contracts. . _ These projects have been brought before the people at neighborhood informational meetings. They were well received, with no opposition. _ � . _�r . HUMBOLDT-KlNG: King from Ha11 to Stry . has an existing paver laid surface with an asphalt curb. We propose to install concrete curb �nd gutter and to overlay the existing surface. Elizabeth from Hatl to Humboldt is a "split level street'', with .the south half being about 8' higher th::n the north half. There is a steep slope - in between. We propose to build 16' widc alley sections with concrete curb and gutter on the slope side. � � MAPLE-WILSON: Euclid from Maria to the cut-de-sac is narrow, with a steep boulevard on the south side. The cul-de-sac has been previously paved. We propose connectina the existing cul-de-sac to Euclid with a 28' wide street to minimize extensive boulevard work. � ASBURY-SHERSURNE: Sherburne from Snelling to Hamline is abou.t 32' wide. Traffic is heavier than a normal residential street because of its proximity to Univers�ity. Asbury from University to Lafond is ��about 30' wide. Traffic is also heavier because of its proximity to Snelling. Parking is heavy' because of the Samaritan Hospital and apartments. The residents requested wider streets, and we are now recommending that both Asbury and Sherburne be 36' wide. • When Edmund between Asbury and Simpson"was 'vacated :by Samaritan .Hospital , -�they-were required to reconstruct- the street returns. They have requested that work be done� with this project and its cost assessed to them. This work has been included in our Plans. The existing lighting is on wood poles, except for two blocks on Sherburne from Pascal to Hamline, which are the "green lantern" type. At the public informational meeting, Public Works recommended that these be replaced with new ornamental lights the same as the rest of the. project. This would also provide the city with needed spare par.ts for the "green lantern" lights in other areas. There was no adverse reaction to this by the residents. � . ' ASHLAND-SYNDICATE: Hague at the Hamline Frontage Road and at Scheuneman, adjacent to a "tot lot" was constructed under a previous project. "Bottlenecks", as re- quested by the n�ighborhood; were not constructed under that project. We are proposing that they be constructed under this project. The existing "green lantern" lighting on this project will be refurbished. . ONEIDA-RIfHMOND: . Richmond on the south side of W. 7th, has beer. previously improved and is in� good condition, except for the walk and boulevard on the east side whith are in poor condition. For this section of Richmond, we propose to regrade the boulevard and construct a new walk on the east side. Oneida from the RR tracks to St. Clair is adjacent to a playground. There is heavy street parking during soft- ball games. We are proposing a 36' street. COST ESTIMATES: HUMBOLDT-KING .
