INITIATING ACTION: � These projects were initiated by the various District Councils and approved through ' the Capital lmprovement Budget process. City Council approval of CIB Committee recommendations and awthorization to begin design was by Resolution C.F. 272239, approved December 19, 1978• - . ' . . , � � . ' i. ♦ . ..7._ .. � � � EX I ST I NG COP�D I T I ONS: � . The streets contained in this proposal have an oiled roadway�� surface. Driving surfaces are rough and uneven. Roadway widths vary because of the lack of � curbing. Traffic counts are low. Sidewalks will be replaced �•,yhere needed. tn many cases, boulevards are poorly maintained because af the lack of curbing. Catch basins are inadequate and need repair. .. Trees are variable because of Dutch Elm disease removals. PROPOSED IMPROVEMENTS: • ' • � � A new bituminous roadway with concrete curb and gutter is proposed`: Roadway width, curb to curb, will, be 32 feet. � All old tile sidewalk witl be reconstructed, as well as monolithic wa1k, which is broken or tree heaved. All driveways will be reconstructed where exisCing drives exist, or where property owners request. All . existing :house outwatks wi11 be re- constructed. Boulevards will be regraded and sodded from curb to sidewal.ks. An energy efficient sodium vapor lighting system will be installed. Streets which are different than normal residential construction are discussed under "Special Considerations". , ALTERNATES: � � To do nothing would be inconsistent with the requests of the citizens of St. �Paul to improve the exiating oiled streets. Typical roadway improvements which have been constructed recently in other residential areas are being proposed here. No major alternates or deviations were considered feasible or desirable. POSITIVE BENEFftS: . Complete improvement of the public right-of-way will greatly enhance and add to the quality and character of the neighborhood. Oiling will be eliminated. Maintenance costs will be reduced. � ADVERSE EFFECTS: There may be some minor disruption and inconvenience during construction time. SPECIAL CONSIDERATIONS: Ornamental lighting and new tree planting wilZ be done .with these projects, but under separate contracts. . These projects have been brought before the people at neighborhood informational reetings. They were well received, with no opposition. , „ � . - . _3_ HUMBOLDT-KING: King from Hall to Stry� . has an existing paver laid surface with an asphalt curb. We propose to install co�;crete curb znd gutter and to overlay the existing surface. Elizabeth from Hall to Humboldt is a "split level street", with the south half being about 8' higher than the north half. There is a steep slope . in between. We propose to build 16' wi�c alley section's with concrete curb and . gutter on the slope side. � MAPLE-WILSOtd: Euclid from Maria to the cul-de-sac is narrow, with a steep boulevard on the south side. The cul-de-sac has been previously paved. We propose connecting the existing cul-de-sac to Euclid with a 28' wide street to minimize extensive � boulevard work. � ASSURY-SHERBURPJE: Sherburne from Snelling to Hamtine is abou.t 32' wide. Traffic is heavier than a normal residential street because of its proximity to Univers�ity. Asbury from University to l.afond is �about 30' wide. Traffic is aTso heavier because of its proximity to Snelling. Parking is heavy because of the Samaritan Hospital , and apartments. The residents requested wider streets, and we are now recommending that both Asbury and Sherburne be 36' wide. . When Edmund between Asbury and Simpson was vacated by Samaritan :Hospital , �they were required to reconstruct� the street returns. 7hey have requested that; work be done;� with this project and its cost assessed to them. This work has been included in our Plans. The existing lighting is on wood poles, except for two blocks on Sherburne from Pascal to Namline, which are the "green lantern" type. At the public informational meeting, Public Works recommended that these be replaced with new ornamental lights the same as the rest of the, project. 7his would also provide the city with needed spare parts for the "green lantern" lights in other areas. There was no adverse reaction to this by the residents. � . ' ASHLAND-SYNDICATE: Hague at the Hamlii�e Frontage Road and at Scheuneman, adjacent to a "tot lot" was constructed under a previous project. "Bottlenecks", as re- quested by the neighborhood, were not constructed under that project. We are proposing that they be constructed under this project. The existing "green lantern" lighting on this project will be refurbished. . OP�EIDA-RtCHM�ND: . Richmond on the sauth side of W. 7th, has been previously improved and is in good condition, except for the walk and boulevard on the east side which are in poor condition. For this section of Richmond, we propose to regrade the boulevard and construct a new walk on the east side. Oneida from the RR tracks to St. Clair is adjacent to a playground. There is heavy street parking during soft- balt games.
