Such notification shall be made no less than 20 days before a position is to be filled by a contracted woxker. * A contracted employee shall fill no position for more than 6 months. * If a position is expected to last more than six months, a Civi1 Service Exam will be given and scored by the end of the fifth month.A cexti£ied employee would than replace the contract employee at the end o£ the sixth month. * In order to limit possible disputes and to enable more ef£ective filling of vacancies, Union and Employer representatives shall meetand establish criteria used in determining appropriate use of contracted workers. * In addition, interested Unions and their representatives shall meet with representatives of the City to develop alternatives to contracting out that would improve the City`s ability to recruit and retain employees.
