B�.UE - MAVOR V� �� Council Resolution �- .,., Presented By � Referred To Committee: Date Out of Committee By Date RESOLUTION APPROVING NEIGHBORHOOD COMMERCIAL AREA IMPROVEMENT PROGRAM AND AUTHORIZING CERTAIN ACTIONS FOR ITS IMPLEMENTATION AND FUNDING WHEREAS, the 1980 Capital Improvement Budget and Program, Project No. R-4406 , funds the provision of public improvements in the amount of $300,000 on a City wide basis in commercial areas selected in accordance with guidelines to be adopted, in conjunction with and to stimulate private investment in revitalization of commercial properties; and WHEREAS, there has been presented to and considered by the City Council an eight page typewritten document entitled, "Neighborhood Commercial Area Improvement Program" dated September 1979 , hereafter referred to as the "Program" , establishing a process and criteria for selection of areas in which such public improvements will be made; and WHEREAS, said Program has been considered and recommended to the City Council for approval by the Planning Commission, the Capital Improvement Budget Committee and the City Development and Transporta- tion Committee of the City Council; and WHEREAS, the preparation of Program Applications and Commercial Area Improvement Plans provided for in said Program will be facilitated by the formal adoption of the Program. As part of this review process, we discussed the importance of actually selling the Capital Improvement Bonds as early in the year as possible to allow for a maximum amount of construction to occur i�� the spring and summer of 1980. In addition to allowing a maximum visible impact, this also reduces the amount of money which is lost to construction inflation - because of unnecessary delays. For this reason we strongly concur 4rith � your recommendation that the bonds be sold in February or sooner. All program areas �vill be evaluated by area businesses, IDCs wh�e appropriate, and City staf� on an annual basis. If the monitoring and evaluation pro+�ss indicates that a progr�n area as not making sufficient pmgress im m��ting proqrarn goals, it may be recaturended that the program area be closed out arrd a new area selected. The follc�wing criteria will be used to evaluate proposals: 1, In_cal Caramitrnent and Participation - The level of business participation in both Ca�ra��rcial Rehabilitation loans and Local DeveloFanent C�any (�nall Business Ac�ninistration "502" loans) will be of prime 'u;portance in selection of an Improv�me.nt Area. A minim�n of 50 o vf existing businesses rnust indicate . past or intended participation in improving their business and bringing their builcling into aonformance w-ith building �des and local standards. Credit will also be given for businesses upgrading their structures through conventional financing. 2. Gonmunity I�act/Strategic Location - Preference will be given to locations which allc�w the effect of impn�vement in the program area to be "carried over" into adjacent residential and oa�xcial areas.
