WHEREAS, The Council of the �ity of Saint Paul did meet on
October 31, 1�79, to consider th� recommendation of the License
Inspector that the on-sale liquor license issued to Marbet, Ina. ,
d/'b/a The Depot Bar at 241 East Kellogg Boulevard, Saint Paul,
Minnesota, be suspended for repeated after-hours drinking violations;
and
- WHEREAS, Robe�t E. Haugen appeared as the licensee and admitted
to the charges of the License Inspector; and
WHEREAS, It was agreed that the following documents would con-
stitute the factual record for these proceedings:
A. Letter dated October 12, 1979, from Joseph F. Carchedi,
License Inspector, to Robert E. Haugen, notifying Mr.
Haugen of the proposed hearing, the charges to be con-
sidered, the pracedures to be followed, and the licen�-
see' s right to be represented by counsel;
B. A Memorandum dated July 28, 1978, outlining the pro-
cedures followed by the Council in license suspension
hearings;
C. Police report concerning the September 28, 1979,
operating after-hours charge (K. Sheppard) ; �
D. Police report concerning parties arrested after hours
on the licensed premises on September 28, 1979
(K. Sheppard) ;

E. Police report concerning operating after-hours
charge on September 28, 1979 (Sgt. Alexander) ;
F. Memorandum from Denver povich, dated January 5, 1979,
Deputy License Inspector, to Joseph F. Carchedi,
reporting observed after-hour sales at Depot Bar on
January 5, 1979; and
G. Memorandum from Joseph F. Carchedi to Bernard Carlson,
dated February 7, 1979, reporting his investigation
of reports that the Depot Bar was operating after hours;
and
WHEREAS, After discussion, it was moved and seconded that the
on-sale liquor license issued to Marbet, Inc. , d/'b/a The Depot
Bar at 241 East Kellogg Boulevard be suspended for one day; naw,
therefore, be it
RESOLVED, By the Council of the City of Saint Paul, that the
on-sale liquor license issued to Marbet, Inc. , d/'b/a The Depot Bar,
at 241 Kellogg Boulevard, Saint Paul, Minnesota, is hereby sus-
pended for one day.
