WHEREAS, the City of Saint Paul desires to encourage public
bus ridership as an energy conservation measure; and
WHEREAS, bus ridership can be encouraged through the installation
of bus shelters; and
WHEREAS, the sidewalk on the north side of Fourth Street
between Wabasha and St. Peter Streets is not wide enough to contain
a bus shelter within the sidewalk area proper and it will be
necessary to install a bus shelter within a portion of the
adjacent building in order to maintain a minimum width for
pedestrian traffic; and
WHEREAS, the City Hall Annex is located suitably for such
a bus shelter; now therefore, be it
�.�79GLVED, that the proper city officials are hereby authorized
and directed to make application to the Metropolitan Transit
Commission for the purpose of having a bus shelter designed and
constructed within the City Hall Annex at no cost to the City,
the bus shelter designed to be approved by the S�xpervisor of
Building and Code Enforcement and the City' s Property Manager.

The attached resolution is submitted to start the creation of an all-weather
bus stop in the City Hall Annex.
The sidewalk on the north side of Fourth Street between Wabasha and St. Peter
Streets is of minimum width. The smallest MTC bus shelter would leave a minimum
sidewalk for pedestrian traffic. A bus stop within the C•ity Hall Annex building
would be a desirable betterment to the building and it would provide an all-weather
shelter for bus patrons. The shelter would encourage bus ridership and the
conservation of energy. It will encourage bus riders to use the bus shelter rather
than the City Hall Annex lobby entrance for protection from Minnesota weather.
It will provide leadership to encourage other building owners to create similar
shelters.
The Metropolitan Transit Commission will be asked to finance the design and
construction of the shelter. Approximately 180 square feet of the City Hall Annex
at its western extremity would be needed for the shelter. It would not interfere
with a future skywalk bridge to the City Hall.
