WHEREAS, the City Council finds it in the best interest of the City to participate in the Fringe Parking/Shuttle Program beginning November 1, 1979. NOW THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul hereby authorizes and directs the proper City officials to prep are on behalf of the City the necessary land lease agree- ments with Burlington Northern on the aforementioned property for public parking purposes in a manner and form approved by the City Attorney. BE IT FURTHER RESOLVED that the Council of the City of Saint Paul authorizes and directs the proper City officials to prepare on behalf of the City a parking management contract with a private operator on the aforementioned property. BE IT FURTHER RESOLVED tha� the Council of the City of Saint Paul authorizes certain activities necessary to permit f.a�nal execution of the land lease contract and minimum expenditures necessary to assure operations as soon as December 1 , 1979 . GEORGE LATIMER ����e�'y`� MAYOR October 22, 1979 T0: City Council FROM: Parking Administration • SUBJ: Staff Report--Shuttle Service Bids and Recommendation On October 17 at 2 p.m. , bids were opened by the City Purchasing Division for the city-contracted shuttle service, which is to begin November �1, 1979. Invitations to bid on this one-year sb.uttle service contract as a part of the Fringe Parking/Shuttle Service Program were sent to 32 twin cities transit firms, including the MTC. Four bids were received and opened from Jefferson Lines, Inc. - Minneapolis; St. Paul and Suburban Bus Co. Inc. - St. Pau1; KAL Leasing, Inc. - Burnsville; and Columbia Transit Corporation in St. Paul. The bids received were based upon the attached specifications. The service required includes providing shuttle operations between the Civic Center parking ramp and the East Third Street lot five days per week, generally along 4th Street between the hours of 7-9 a.m. and 3:30-5:30 p.m. weekdays. The respective bids are as follows: .T�fferson. ?,:ines, Inc. Vehicles to be used - 39 or 47-passenger GML motorcoaches - 4. Bid cost - $245 per vehicle per day, or $254,800 per year, including administrative costs. St. Paul and Suburban Bus Co. , Inc. Vehicles to be used - 4 40-passenger school buses with 1 backup bus. Bid cost - $24 per vehicle hour or $124,800 per year, plus $19,700 annual administrative costs. �� _ KAL Leasing, Inc. Vehicles to be used - 4 44-passenger school buses with 1 backup vehicle. Bid cost - $23. 11 per vehicle hour or $116,474.40 per year plus $1800 annual administrative costs, totaling $115,274.40. O y Page Two ����'�� Columbia Transit Corporation Vehicles to be used - 4 44-passenger school buses (including 1 backup vehicle on site) . Bid cost - $25.43 per vehicle hour or $128, 167.20 p�r year plus $13,023.36 annual administrative costs, totaling $141,190.56. Following the bid openings, the two lowest bidders were separately inter- viewed to discuss the program and their respective bids. The interviewers were Bill Buth from BOMA, Gerald Mangle and Barry Engen, Parking Administration, and Keith Smith from the :City Purchasing Division. Background Columbia Transit is a locally based school bus transit firm having tieen in business for approximately 2�0 years. KAL has been in operating school bus services for approximately 30 years,based in Illinois, operates in five states, and has more recently located in Burnsville. Columbia presently has over 200 buses in operation in the Twin Cities area and is operating inter-campus shuttle service. Columbia and KAL drivers are paid wage scales equal or greater than the minimum requirements of St. Paul's City Civil Service rates ($4.50 per hour) . Bid Differences Columbia proposes to provide four painted vehieles with one standby painted vehicle at their dispatch yards in St. Paul. Columbia annual service cost rate is $115,284.00, compared to $120, 172 offered by KAL, with four vehicles painted and one standby vehicle unpainted held in Burnsville. Columbia's annual administrative cost is $13,023.36, compared to $1800 offered by KAL. The KAL total service and administrative costs are approximately $20,000 less with generally the same type and age of vehicles offered by each (Columbia--1974 Ford buses; KAL--1971, '72 International vehicles) . Shuttle Service Staff Recommendation: Columbia Transit Because of the lower total annual cost, and relatively equal response to the specifications and service requirements, the staff recommendation is to award a 12-month shuttle service contract rto KAL Leasing, Inc. , in Burnsville, on Tuesday, October 30, to permit preparation and service startup on November 1, 1979. However, because of a technical problem with the KAL bid, it has to be eliminated, and therefore, the staff recommends to City Council that the second low bidder, Columbia Transit, be approved. This recommendation includes the understanding and agreement from Columbia that, in addition to the bid specifications, the shuttle service will also include: . Uniformed, senior drivers with CPR training when training is completed. . � ' ���� Page Three . Vehicle cosmetics include two mounted pennants each. . Four painted vehicles with one designated standby in St. Paul. . Startup with painted vehicles will begin at 7:00' a.m. , November l. . During November, the vehicles' seating can be partially revised to permit peripheral seating in one-half of each vehicle at no additional cost to th� city. .
