WHEREAS, The City of Saint Paul has received during 1979 two
Urban Development Action Grants (UDAGs) from the U. S. Department
of Housing and Urban Development (HUD) ; and
WHEREAS, The UDAGs were applied for in the following amounts
with the advice of the Long-Range Capital Improvement Budget Com-
mittee and upon recommendation of the Mayor:

Subject: Urban Development Action Grant (UDAG) Procedures
Attached for your consideration is a resolution which would amend the 1979
Capi:tal Improvement Budget by adding two UDAG-funded capital improvement
projects. The CIB Committee reviewed these UDAG's some time ago in the form
of grant applications. The grants have been approved and received. This
resolution completes the formalities by officially amending the capital
budget.
In addition to the attached resolution, I would like to advise the Finance
Committee that the citizen review procedures, as required by HUD regulations
and City ordinances; are followed for UDAG projects. To this end, the
following listed steps are taken by my department:
1 . UDAG applications will be reviewed by the CIB Committee prior to their
being presented to the City Council Finance Committee. CIB Corrr�nnittee
review will include review of projects subjoined to the UDAG project
for implementation with subsequent program income.
2. The advice of the CIB Committee on the UDAG at the application stage
will constitute fulfillment of requirements of section 57.09 of the
Saint Paul , Minnesota, Administrative Code for purposes of City Council 's
amendment of the capital budget subsequent to grant approval . .
3. Review of the UDAG at the application stage by the Planning Corr�nission
will constitute fulfillment of requirements of M.S. 462.356, Subdivision 2,
for purposes of City Council 's amendment of the capital budget subsequent
to grant approval .
4. Any amendment of the UDAG project (scope or funding) will require review
by the CIB Committee as per section 57.09 of the Code.
My staff has reviewed the procedure with Jerry Segal , and he finds it consistent
with the requirements of the Code. It is, I think, the least complex method
of obtaining formal citizen reaction to specific opportunities presented by the
UDAG program.

I would appreciate the opportunity to discuss this procedure with you if you
like. It would be helpful , I think, if the Finance Committee would sanction
the UDAG review procedure by motion, thus putting it into the Committee record
for future reference.
