00-994ORIGI�iAL CouncIl FIle # Q Q � �9� Green Sheet # l v `� `� RESOLUTION OF SAINT PAUL, NIINNESOTA Presented By Refened To Committee: Date 1 WHEREAS, the Saint Paul Parks and Reereation Commission is an appointed body to 2 advise the Mayor and Ciry Council on long-range and city-wide matters related to parks and 3 recreation; and 4 5 WHBREAS, in response to a request from the cirizen group Responsible Owners of 6 Mannerly Pets (ROMP) the Cominission studied the establishment of off-leash dog areas 7 (OLDA's) in city parks from July of 1999 to Mazch of 2000; and 8 9 WHEREAS, the Commission submitted a report to the City Council in March of 2000, 10 entitled "Recommenda6ons on the Establishment of Off-Leash Dog Areas an Saint Paul" in 11 which it recommended the establishment of an OLDA in Arlington and Arkwright Park in the 12 year 2000; and 13 14 WHEREAS, on June 7, 2000 the Saint Paul City Council passed an amendment to 15 Section 170.Q6 of the Saint Paul Legislative Code which set forth the procedures to be followed 16 in creating an off-leash dog are, including a requirement that the council solicit a 17 recommendation from the area dishict council, hold a hearing on the proposed site, and approve 18 the �esignation of the area by resolution; and 19 20 21 22 23 24 25 26 27 2$ 29 30 31 32 33 34 35 36 37 38 38' WFiEREAS, the District 5(Payne-Phalen) Planning Council recommended the establishment of an OLDA at Arlington and Arkwright Park at its July 25, 2000 meetang, with the following conditions: 1) That there be a one-yeaz trial period for the OLDA, after which another city Council resolution would have to be passed after consultation with the Payne-Phalen District 5 Planning Council in order to conrinue the OLDA; 2) That there be a buffered area sufficiently large to avoid eye contact between neighbors and the uses of the OLDA, using the eacisting natiu�al slopes and vegetation, between the OLDA and the neighbors' residences on the south and east side of the designated location; 3) that hours of operation of the OLDA be sunrise to sunset; and 4) That signs sufficient in location and number to inform uses of both the rules and the boundaries of the OLDA be installed; now, therefore be it RESOLVED, that the Saint Paul City Council hereby approves the designaUon of Arlington and Arkwright Park as an OLDA, subject to the following conditions: 1) That the designation shall be for a period of one year from the date Parks and Recreation creates the OLDA in accardance with this Resolurion. A public hearing shall be scheduled prior to the end of the one yeaz to take testimony on whether the OLDA shall become permanent. The purpose of the Task Force is to provide feedback to the Commission on how successfully the report,"'Recommendations on the Establishment of Off.>,L�sh Dog Areas in Saint Paul;' is being implemented. DUTIES 1. Ensure that the selection and implementation of OLDA's conforms with the requirements of pertinent City Council ordinances and resolutions. 2. DO-`(Y � f On Mazch 8, 2000, the Saint Paul Parks and Recreation Commission adopted a report calling for the establishment of an off-leash dog area (OLDA) during 2000 in Arlington Arkwright Park. This implementation plan spells out the specifications that must be agreed to and actions that must be taken before the OLDA is ready far public use. City Council passed ordinances amending Chapters i 70 and 200 of the Legislative Code which exempts dogs in designated off= leash areas from the requirement that they be on-leash at ail times when on public property. This plan assumes City Council passage of a resolution designating a specified portion of Arlington Arkwright Park as an OLDA, pursuant to its public hearing on the matter scheduled for October 25, 2000. THE SITE Administration • The name of this facility will be Arlington Arkwright Off=Leash Dog Area. Its hours of operation will be sunrise to sunset and it will be available for public use 365 days a yeaz. The projected opening date is currently undetermined and subject to City Council approval. See the attached map for fiirther information on Arlington Arkwright Pazk and the proposed OLDA. Vegetafion The portion of Arlington Arkwright Pazk desSgnated as an OLDA constitutes approximately 4.5 acres of hilly, wooded terrain with a few open azeas covered by grasses and other vegetation. It is not anticipated that any seeding will be needed as part of the site preparation, with the possible exceprion of an opening neaz the center of the OLDA where mountain bikers had built dirt ramps that were removed in August, 2000. An oak woodland area to the south of a newly constructed soccer field will be fenced off &om the OLDA area to preserve new oak growth. Fencin The designated OLDA is currently bordered on three sides by a 4' chain link fence. This fencing was inspected and repaired by the Operations Section during the summer of 2000 as part of its normal duties. For the remaining side of the proposed area, Operations will supply and install surplus 4' chain link fencing. New gate posts and hardware may be necessary and will be funded in part from donations solicited by Responsible Owners of Mannerly Pets (ROMP). These donarions will be placed in a Division of Parks and Recreation account. The fencing will � remain the property of the City. -1- o�-`� �Y � The fencing will be eatended from the tennis courts on the west to the e�cisting fencing on the east in such a way as to place the oak woodland outside of the OLDA boundaries (see attached map). This is a distance of approximately 593 feet. � � 1 Entrances There will be two main entrances and two possible additional entrances to the OLDA. The first main entrance will be along the pathway leading from the pazking lot off of Arkwright Street to the grassy azea south of the tennis courts. The second is a sloping area accessible from Arkwright Street neaz the southwest corner of the tennis courts. There are also gaps in the existing fence along Arkwright and Clazk that may either be used as entrances or sealed off depending on usage patterns. Entrances may be altered depending on Operations staff recommendations for proger placement and installation of fencing. Parkine Parking is auailabie in a newly expanded 63-car lot along Arkwright Street and on street as pemutted on Arkwright and Desoto. Arlington High School has built a new baseball field in the northwest corner of the park, and a soccer field in the northeast portion. Although the new lot is donble the size of the previous lot, some on street parking may still be necessary when athletic activities occur on the new baseball and soccer fields. Potential parking and congestion problems will be monitored and evaluated by the new Off-Leash Dog Task Force. AMENITIES Trash rece tp acies The Operations Section will provide two trash receptacies near the parking lot pathway entrance, two near the Arkwright Street entrance and one near the entrance on Clark. Operations will initially empty these receptacles once per week and evaluate whether more frequent pick ups aze necessary. The annuai cost of providing and servicing these five trash receptacles will be approximately $2,500. Dog owners will be responsible for bringing their own feces collection devices and baggies. ROMP may make or purchase and install a baggie dispenser neaz the entrance(s) provided they submit design specifications to and receive permission from Operations in advance. Satellites/running water No sateilites will be provided for use at the site. It is anticipated that one or more sateilites will be installed to service the new baseball and soccer fields, and these may be accessed by the dog owners. No rum�ing water will be available. -2- 0 D -� `� `f � Picnic tables The Operations Section will supply one used picnic table to be piaced neaz the entrance in the grassy field south of the tennis courts. ROMP monitozs (when present) will greet and sign-in visitors at that point. A possible conflict may occur when bails fly out of the tennis court neaz the picnic table and attract the attention of dogs entering the OLDA. This problem will be monitored and addressed if it poses a serious problem. If the picnic table is damaged or destroyed, Operations will provide a second one. The purchase of a additional picnic tables is the responsibility of ROMI'. At the request of ROMI', Operations will no longer mow this grassy azea. If compiaints arise, mowing wili be reconsidered. Si�naeelBulletin Board One 2' x 3' sign listing the nine OLDA usage rules will be placed near each of the entrances. These signs wili be mounted on metal poles on each side of the gates. Initially, tbese signs will be made of plywood with black lettering on a white backgound. These signs will be made by the Operations Section at the lowest possible cost. ROMP will pay far 2' x 3' metal signs to replace the ones made of plywood. Signs this size cost $250 for the first one and $10-12 for each additional one. For replacement purposes, it is highly recommended that at least three times as many additional signs be purchased as are initially needed. Operations will make arrangements to have the signs installed at ROMP expense. ROMP will have permission to mount a bulletin boazd on the back of this sign, pending approvai from Operations staff. Signs stating, "Dogs must be kept on a leash when not in designated off-leash area" will be posted immediately adjacent to the parking lot and near the other entrances. Snnilar funding and installation anangements to the , ones noted immediately above will apply. DONATION SYSTEM ROMP is an incorporated non-profit organization that does not yet have 501(c)(3) status and is not at this time prepared to meet the accounting requirements necessary to accept and expend donations. Until such a rime as ROMP is prepazed to do t1us, donations for the upkeep and improvement of the Arlington Arkwright OLDA may be made payable to the "City of Saint Paul.° They will be deposited in and expended from the Parks and Environmental Maintenance Special Fund. Ail items purchased from this fund will be the properiy of the City of Saint Paul. SITE SECURITY Providing security for the Arlington Arkwright OLDA will primarily be the responsibility of the Police Pazk Rangers. They will patroi the site 1-2 times per shift, with more v3sits during times and seasons of heaviest use. They will have tagging authority to enfarce park rules pertaining to the site including proper parking and keeping dogs on-leash while outside of the OLDA. -3- � � `� `l 4` � NEW OFF-LEASH D�G AREA TASK FORCE The Parks and Recreation Commission, upon recommendation from the Off-Leash Dog Area Task Force, formed a£ollow-up Task Force for the purpose of providing feedback to the Commission on how successfuily the report, "Recommendations on the Estabiishment of Off- Leash Dog Areas in Saint Paul," is being unplemented. This subcommittee had its inifial meeting in September, 2�U�, and plans to meet quarterly over the negt year. Meetings may be called more freqnently at the discrefion of the committee chair. StafFto the Pazks and Recreation Commission will be responsible far facilitaring the new Task Force appoinhnent process. Appointments to the new Task Force were made by the Commission during its summer 2000 meetings. The Commission approved a charge for the new Task Force at its meeting on September 13, 2000. The Task Force will sunset in August, 2001. The Support Services representative will be responsible for supplying a verbal report to the Commission following each Task Force meeting and a written report to the Commission following the subcommittee's final meeting (September, 2001). ENVIRONMENTAL MQNITORING • The Division seeks to implement the Park Commission's recommendations concerning the Arlington Arkwright Park OLDA with the goal in mind of making it as environmentally fraendly as possible. To provide the Division with measurable standards by which to gauge whether this goal is being met, staff will monitor the change in vegetation in and adjacent to the OLDA through the use of photo point monitoring. The use of photo points provides a visual record of a defined scene over time and is an easy way to detect changes in the environxnent. The photos will be taken monthly for two years and will begin once the park has been approved and opened for use. Photo points are not staff intensive, taking approximately three hours for the initiai set up and then two hours monthly. EVALUATION It will be the responsibility of the Off-Leash Dog Area Task Force to develop, distribute, collect, analyze, and reporY back to the Commission about an evaluation of 1) OLDA user satisfaction, and 2) neighborhood acceptance of the facility. -4- p�-`tq�( �J � BUDGET The budget considerations detailed above are suzumarized in the following table. DO-`(Y � f On Mazch 8, 2000, the Saint Paul Parks and Recreation Commission adopted a report calling for the establishment of an off-leash dog area (OLDA) during 2000 in Arlington Arkwright Park. This implementation plan spells out the specifications that must be agreed to and actions that must be taken before the OLDA is ready far public use. City Council passed ordinances amending Chapters i 70 and 200 of the Legislative Code which exempts dogs in designated off= leash areas from the requirement that they be on-leash at ail times when on public property. This plan assumes City Council passage of a resolution designating a specified portion of Arlington Arkwright Park as an OLDA, pursuant to its public hearing on the matter scheduled for October 25, 2000. THE SITE Administration • The name of this facility will be Arlington Arkwright Off=Leash Dog Area. Its hours of operation will be sunrise to sunset and it will be available for public use 365 days a yeaz. The projected opening date is currently undetermined and subject to City Council approval. See the attached map for fiirther information on Arlington Arkwright Pazk and the proposed OLDA. Vegetafion The portion of Arlington Arkwright Pazk desSgnated as an OLDA constitutes approximately 4.5 acres of hilly, wooded terrain with a few open azeas covered by grasses and other vegetation. It is not anticipated that any seeding will be needed as part of the site preparation, with the possible exceprion of an opening neaz the center of the OLDA where mountain bikers had built dirt ramps that were removed in August, 2000. An oak woodland area to the south of a newly constructed soccer field will be fenced off &om the OLDA area to preserve new oak growth. Fencin The designated OLDA is currently bordered on three sides by a 4' chain link fence. This fencing was inspected and repaired by the Operations Section during the summer of 2000 as part of its normal duties. For the remaining side of the proposed area, Operations will supply and install surplus 4' chain link fencing. New gate posts and hardware may be necessary and will be funded in part from donations solicited by Responsible Owners of Mannerly Pets (ROMP). These donarions will be placed in a Division of Parks and Recreation account. The fencing will � remain the property of the City. -1- o�-`� �Y � The fencing will be eatended from the tennis courts on the west to the e�cisting fencing on the east in such a way as to place the oak woodland outside of the OLDA boundaries (see attached map). This is a distance of approximately 593 feet. � � 1 Entrances There will be two main entrances and two possible additional entrances to the OLDA. The first main entrance will be along the pathway leading from the pazking lot off of Arkwright Street to the grassy azea south of the tennis courts. The second is a sloping area accessible from Arkwright Street neaz the southwest corner of the tennis courts. There are also gaps in the existing fence along Arkwright and Clazk that may either be used as entrances or sealed off depending on usage patterns. Entrances may be altered depending on Operations staff recommendations for proger placement and installation of fencing. Parkine Parking is auailabie in a newly expanded 63-car lot along Arkwright Street and on street as pemutted on Arkwright and Desoto. Arlington High School has built a new baseball field in the northwest corner of the park, and a soccer field in the northeast portion. Although the new lot is donble the size of the previous lot, some on street parking may still be necessary when athletic activities occur on the new baseball and soccer fields. Potential parking and congestion problems will be monitored and evaluated by the new Off-Leash Dog Task Force. AMENITIES Trash rece tp acies The Operations Section will provide two trash receptacies near the parking lot pathway entrance, two near the Arkwright Street entrance and one near the entrance on Clark. Operations will initially empty these receptacles once per week and evaluate whether more frequent pick ups aze necessary. The annuai cost of providing and servicing these five trash receptacles will be approximately $2,500. Dog owners will be responsible for bringing their own feces collection devices and baggies. ROMP may make or purchase and install a baggie dispenser neaz the entrance(s) provided they submit design specifications to and receive permission from Operations in advance. Satellites/running water No sateilites will be provided for use at the site. It is anticipated that one or more sateilites will be installed to service the new baseball and soccer fields, and these may be accessed by the dog owners. No rum�ing water will be available. -2- 0 D -� `� `f � Picnic tables The Operations Section will supply one used picnic table to be piaced neaz the entrance in the grassy field south of the tennis courts. ROMP monitozs (when present) will greet and sign-in visitors at that point. A possible conflict may occur when bails fly out of the tennis court neaz the picnic table and attract the attention of dogs entering the OLDA. This problem will be monitored and addressed if it poses a serious problem. If the picnic table is damaged or destroyed, Operations will provide a second one. The purchase of a additional picnic tables is the responsibility of ROMI'. At the request of ROMI', Operations will no longer mow this grassy azea. If compiaints arise, mowing wili be reconsidered. Si�naeelBulletin Board One 2' x 3' sign listing the nine OLDA usage rules will be placed near each of the entrances. These signs wili be mounted on metal poles on each side of the gates. Initially, tbese signs will be made of plywood with black lettering on a white backgound. These signs will be made by the Operations Section at the lowest possible cost. ROMP will pay far 2' x 3' metal signs to replace the ones made of plywood. Signs this size cost $250 for the first one and $10-12 for each additional one. For replacement purposes, it is highly recommended that at least three times as many additional signs be purchased as are initially needed. Operations will make arrangements to have the signs installed at ROMP expense. ROMP will have permission to mount a bulletin boazd on the back of this sign, pending approvai from Operations staff. Signs stating, "Dogs must be kept on a leash when not in designated off-leash area" will be posted immediately adjacent to the parking lot and near the other entrances. Snnilar funding and installation anangements to the , ones noted immediately above will apply. DONATION SYSTEM ROMP is an incorporated non-profit organization that does not yet have 501(c)(3) status and is not at this time prepared to meet the accounting requirements necessary to accept and expend donations. Until such a rime as ROMP is prepazed to do t1us, donations for the upkeep and improvement of the Arlington Arkwright OLDA may be made payable to the "City of Saint Paul.° They will be deposited in and expended from the Parks and Environmental Maintenance Special Fund. Ail items purchased from this fund will be the properiy of the City of Saint Paul. SITE SECURITY Providing security for the Arlington Arkwright OLDA will primarily be the responsibility of the Police Pazk Rangers. They will patroi the site 1-2 times per shift, with more v3sits during times and seasons of heaviest use. They will have tagging authority to enfarce park rules pertaining to the site including proper parking and keeping dogs on-leash while outside of the OLDA. -3- � � `� `l 4` � NEW OFF-LEASH D�G AREA TASK FORCE The Parks and Recreation Commission, upon recommendation from the Off-Leash Dog Area Task Force, formed a£ollow-up Task Force for the purpose of providing feedback to the Commission on how successfuily the report, "Recommendations on the Estabiishment of Off- Leash Dog Areas in Saint Paul," is being unplemented. This subcommittee had its inifial meeting in September, 2�U�, and plans to meet quarterly over the negt year. Meetings may be called more freqnently at the discrefion of the committee chair. StafFto the Pazks and Recreation Commission will be responsible far facilitaring the new Task Force appoinhnent process. Appointments to the new Task Force were made by the Commission during its summer 2000 meetings. The Commission approved a charge for the new Task Force at its meeting on September 13, 2000. The Task Force will sunset in August, 2001. The Support Services representative will be responsible for supplying a verbal report to the Commission following each Task Force meeting and a written report to the Commission following the subcommittee's final meeting (September, 2001). ENVIRONMENTAL MQNITORING • The Division seeks to implement the Park Commission's recommendations concerning the Arlington Arkwright Park OLDA with the goal in mind of making it as environmentally fraendly as possible. To provide the Division with measurable standards by which to gauge whether this goal is being met, staff will monitor the change in vegetation in and adjacent to the OLDA through the use of photo point monitoring. The use of photo points provides a visual record of a defined scene over time and is an easy way to detect changes in the environxnent. The photos will be taken monthly for two years and will begin once the park has been approved and opened for use. Photo points are not staff intensive, taking approximately three hours for the initiai set up and then two hours monthly. This plan assumes City Council passage of a resolution designating a specified portion of Arlington Arkwright Park as an OLDA, pursuant to its public hearing on the matter scheduled for October 25, 2000. THE SITE Administration • The name of this facility will be Arlington Arkwright Off=Leash Dog Area. Its hours of operation will be sunrise to sunset and it will be available for public use 365 days a yeaz. The projected opening date is currently undetermined and subject to City Council approval. See the attached map for fiirther information on Arlington Arkwright Pazk and the proposed OLDA. Vegetafion The portion of Arlington Arkwright Pazk desSgnated as an OLDA constitutes approximately 4.5 acres of hilly, wooded terrain with a few open azeas covered by grasses and other vegetation. It is not anticipated that any seeding will be needed as part of the site preparation, with the possible exceprion of an opening neaz the center of the OLDA where mountain bikers had built dirt ramps that were removed in August, 2000. An oak woodland area to the south of a newly constructed soccer field will be fenced off &om the OLDA area to preserve new oak growth. Fencin The designated OLDA is currently bordered on three sides by a 4' chain link fence. This fencing was inspected and repaired by the Operations Section during the summer of 2000 as part of its normal duties. For the remaining side of the proposed area, Operations will supply and install surplus 4' chain link fencing. New gate posts and hardware may be necessary and will be funded in part from donations solicited by Responsible Owners of Mannerly Pets (ROMP). These donarions will be placed in a Division of Parks and Recreation account. The fencing will � remain the property of the City. -1- o�-`� �Y � The fencing will be eatended from the tennis courts on the west to the e�cisting fencing on the east in such a way as to place the oak woodland outside of the OLDA boundaries (see attached map). This is a distance of approximately 593 feet. � � 1 Entrances There will be two main entrances and two possible additional entrances to the OLDA. The first main entrance will be along the pathway leading from the pazking lot off of Arkwright Street to the grassy azea south of the tennis courts. The second is a sloping area accessible from Arkwright Street neaz the southwest corner of the tennis courts. There are also gaps in the existing fence along Arkwright and Clazk that may either be used as entrances or sealed off depending on usage patterns. Entrances may be altered depending on Operations staff recommendations for proger placement and installation of fencing. Parkine Parking is auailabie in a newly expanded 63-car lot along Arkwright Street and on street as pemutted on Arkwright and Desoto. Arlington High School has built a new baseball field in the northwest corner of the park, and a soccer field in the northeast portion. Although the new lot is donble the size of the previous lot, some on street parking may still be necessary when athletic activities occur on the new baseball and soccer fields. Potential parking and congestion problems will be monitored and evaluated by the new Off-Leash Dog Task Force. AMENITIES Trash rece tp acies The Operations Section will provide two trash receptacies near the parking lot pathway entrance, two near the Arkwright Street entrance and one near the entrance on Clark. Operations will initially empty these receptacles once per week and evaluate whether more frequent pick ups aze necessary. The annuai cost of providing and servicing these five trash receptacles will be approximately $2,500. Dog owners will be responsible for bringing their own feces collection devices and baggies. ROMP may make or purchase and install a baggie dispenser neaz the entrance(s) provided they submit design specifications to and receive permission from Operations in advance. Satellites/running water No sateilites will be provided for use at the site. It is anticipated that one or more sateilites will be installed to service the new baseball and soccer fields, and these may be accessed by the dog owners. No rum�ing water will be available. -2- 0 D -� `� `f � Picnic tables The Operations Section will supply one used picnic table to be piaced neaz the entrance in the grassy field south of the tennis courts. ROMP monitozs (when present) will greet and sign-in visitors at that point. A possible conflict may occur when bails fly out of the tennis court neaz the picnic table and attract the attention of dogs entering the OLDA. This problem will be monitored and addressed if it poses a serious problem. If the picnic table is damaged or destroyed, Operations will provide a second one. The purchase of a additional picnic tables is the responsibility of ROMI'. At the request of ROMI', Operations will no longer mow this grassy azea. If compiaints arise, mowing wili be reconsidered. Si�naeelBulletin Board One 2' x 3' sign listing the nine OLDA usage rules will be placed near each of the entrances. These signs wili be mounted on metal poles on each side of the gates. Initially, tbese signs will be made of plywood with black lettering on a white backgound. These signs will be made by the Operations Section at the lowest possible cost. ROMP will pay far 2' x 3' metal signs to replace the ones made of plywood. Signs this size cost $250 for the first one and $10-12 for each additional one. For replacement purposes, it is highly recommended that at least three times as many additional signs be purchased as are initially needed. Operations will make arrangements to have the signs installed at ROMP expense. ROMP will have permission to mount a bulletin boazd on the back of this sign, pending approvai from Operations staff. Signs stating, "Dogs must be kept on a leash when not in designated off-leash area" will be posted immediately adjacent to the parking lot and near the other entrances. Snnilar funding and installation anangements to the , ones noted immediately above will apply. DONATION SYSTEM ROMP is an incorporated non-profit organization that does not yet have 501(c)(3) status and is not at this time prepared to meet the accounting requirements necessary to accept and expend donations. Until such a rime as ROMP is prepazed to do t1us, donations for the upkeep and improvement of the Arlington Arkwright OLDA may be made payable to the "City of Saint Paul.° They will be deposited in and expended from the Parks and Environmental Maintenance Special Fund. Ail items purchased from this fund will be the properiy of the City of Saint Paul. SITE SECURITY Providing security for the Arlington Arkwright OLDA will primarily be the responsibility of the Police Pazk Rangers. They will patroi the site 1-2 times per shift, with more v3sits during times and seasons of heaviest use. They will have tagging authority to enfarce park rules pertaining to the site including proper parking and keeping dogs on-leash while outside of the OLDA. -3- � � `� `l 4` � NEW OFF-LEASH D�G AREA TASK FORCE The Parks and Recreation Commission, upon recommendation from the Off-Leash Dog Area Task Force, formed a£ollow-up Task Force for the purpose of providing feedback to the Commission on how successfuily the report, "Recommendations on the Estabiishment of Off- Leash Dog Areas in Saint Paul," is being unplemented. This subcommittee had its inifial meeting in September, 2�U�, and plans to meet quarterly over the negt year. Meetings may be called more freqnently at the discrefion of the committee chair. StafFto the Pazks and Recreation Commission will be responsible far facilitaring the new Task Force appoinhnent process. Appointments to the new Task Force were made by the Commission during its summer 2000 meetings. The Commission approved a charge for the new Task Force at its meeting on September 13, 2000. The Task Force will sunset in August, 2001. The Support Services representative will be responsible for supplying a verbal report to the Commission following each Task Force meeting and a written report to the Commission following the subcommittee's final meeting (September, 2001). ENVIRONMENTAL MQNITORING • The Division seeks to implement the Park Commission's recommendations concerning the Arlington Arkwright Park OLDA with the goal in mind of making it as environmentally fraendly as possible. To provide the Division with measurable standards by which to gauge whether this goal is being met, staff will monitor the change in vegetation in and adjacent to the OLDA through the use of photo point monitoring. The use of photo points provides a visual record of a defined scene over time and is an easy way to detect changes in the environxnent. The photos will be taken monthly for two years and will begin once the park has been approved and opened for use. Photo points are not staff intensive, taking approximately three hours for the initiai set up and then two hours monthly. EVALUATION It will be the responsibility of the Off-Leash Dog Area Task Force to develop, distribute, collect, analyze, and reporY back to the Commission about an evaluation of 1) OLDA user satisfaction, and 2) neighborhood acceptance of the facility. -4- p�-`tq�( �J � BUDGET The budget considerations detailed above are suzumarized in the following table.
