An administrative Resolution approving the terms
and conditions of a 1980..1981-1982 Memorandum
of Understanding applying to Unclassified Employees
holding the title of Assistant Fire Chief.
WHEREAS, the City, through its designated representatives, �
has met and conferred in order to establish the terms and conditions
of employment for the calendar years of ].980-1981:.1982 for such
personnel as are set forth in the "Memorandum of Understanding";
now, therefore, be it
RESOLVED, that the "Memorandum of Understanding" cited above,
dated as of the effective date of this Resolution, on file in the office of
the City Clerk, is hereby approved, and the authorized administrative
officials of the City are hereby authorized and directed to execute said
"Memorandum of Understanding" on behalf of the City.

MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding shall apply to the employees holding the title of
Assistant Fire Chief.
1. Salaries applicable to the title of Assistant Fire Chief shall
be as shown below:

Eff ective December 29, 1979, the above rates shall be increased seven
(7) percent. However, this increase shall be reduced in accordance
with Item 8.
Eff ective January 3, 1981, the rates which became effective on December
29, 1979, shall be increased seven (7) percent. However, this increase
shall be reduced in accordance with Item 9.
Eff ective January 2, 1982, the rates which became effective January 3,
1981, shall be increased seven (7) percent. However, this increase
shall be reduced in accordance with Item 10.
2. Employees employed in the title of Assistant Fire Chief shall be covered
by the vacation schedule shown below:
Years of Service Vacation Days
Less than 8 years IS days
After 8 yrs thru 15 yrs 20 days
Af ter 15 yrs and thereafter 25 days
3. For each eligible employee covered by this Memorandum who selects Blue
Cross-Blue Shield insurance coverage, the City agrees to contribute the
cost of such coverage or $36.85 per month, whichever is less. In addition,
for each employee who selects Blue Cross-Blue Shield dependent`s coverage,
the City will contribute the cost of such dependent's coverage or $42.43
per month, whichever is less.
4. For each eligible employee covered by this Memorandum who selects Group
Health insurance coverage, the City agrees to contribute the cost of such
coverage or $36.85 per nonth, whichever is less. In addition, for each
employee who selects Group Health dependent's coverage, the City will
contribute the cost of such dependent's coverage or $35.93 per month,
whichever is less.
5. For each eligible employee covered by this Memorandum who selects Coordinated
Health insurance coverage, the City agrees to contribute the cost of such
coverage or $36.85 per month, whichever is less. In addition, for each
employee who selects the Coordinated Health dependent's-coverage, the City
will contribute the cost of such dependent's coverage or $35.29 per month,
whichever is less.

6. The City agrees to contribute the cost of $S,Q00 of Life Insurance Coverage
for each employee who is eligible for such coverage or $�.OS per month,
whichever amount is less. This contrilaution shall be paid to the �ity's
Group Health and Welfare Plan. Any increase in this cost shall be gaid by
the employee.
7. In addition to the $5,000 Life Insurance Coverage in 6 above, the City
agrees to contribute the cost of additional Life Insurance Coverage or $ .97
per thousand dollars of coverage ger month, whichever amount is less. The
total amount of Life Insurance Coverage provided under this section and
Section 6, above, for each employee shall be equal to the employee's annual
salary to the nearest full thousand dollars. For the purpose of this
section, the employee�s annual salary shall be based on the salary as of
the beginning of a contract period. T`his contribution shall. be paid to the
City's �Group Health and Welfare Plan.
8. Effective January 1, 1980, the figures in Items 3, 4, 5 and 6 above wiTl
be increased in dollars to reflect the cost of the 1984 prea�ium rates for
the respective coverages.
The increased cost to the employer caused by this adjustment shall be
converted to an average cost per employee in the bargaining unit. Notwith-
standing any provision of this contract to the contrarq, said average cost
shall be deducted from the wage increase applicable to each and every
employee in the bargaining unit for 1980.
9. On January 1, 1981, the figures as ad3usted in accordance with Iteuc $ above
shall be increased in dollaxs to reflect the cost of the I981 premiwa rates
for the respective coverages.
The increased cost to the employer caused by this adjustment shail be
converted to an average cost per employee in the bargaining unit. Notiwith-
standing any provision of this contract to the contrary, said average cost
shall be deducted from the wage increase applicable to each and every
employee in the bargaining unit for 1981.
10. On January 1, 1982, the figures as adjusted in accordance with Item 9 ahove
shall be increased in dollars to reflect the cost of the 1982 premium rates
for the respective coverages.
The increased cost to the employer caused by this adjustment shall be
converted to an average cost per employee in the bargaining unit. Notwith-
standing any provision of this contract to the contrary, said average cost
shall be deducted from the wage increase applicable to each and every
employee in the bargaining unit for 1982.
11. The employer will continue for the period of this Memorandum to provide for
employees such health and life insurance benef its as are provided by employer
at the time of the execution of this Memorandum.
The employer will for the period of this :�Iemorandum prouide for employees who
retire after the time of execution of this Meaorandum and until such employees
reach sixty-five (65) years of age such health and life insurance benefits as
are provided by the employer. In order to be eligible far the benefits under
this early retiree provision, the employee must:

11.1 Be receiving benefits from a Public Employee Retirement
Act.
11.2 Have severed his relationship with the City of Saint Paul
under one of tha early retiree plans.
12. In the event of the death of an active employee or an early retiree, the
dependent of such employee or retiree shall have the option within thirty
(30) days to continue or begin the current hospitalization and medical
benefits, including such improvement as may be made from time to time,
which said dependents previously had, or be eligible for at the prem;ium
applicable to dependents of active employees. It is further understood.
that coverage shall cease in the event of:
12.1 Subsequent remarriage of the surviving spouse of the
deceased e�mployee or retiree.
12.2 The employment of the surviving spouse where hospitalization
and medical insurance coverage is obtained trhough a group
program by said employer. It is further understood, however,
that in said event, the surviving spouse shall have the right
to maintain City hospitalization and medical insurance coverage
for the first ninety (90) days of said employment.
13. The Residency Resolution eff ective August 4, 1979, in Council File
No. 273378 shall apply to all employees covered by this memorandum.
