WHEREAS, a public hearing was held by and before the Council of
the City of Saint Paul in the Council Chambers of the Court House
in said city at 10: 00 A.M. on Thursday, November 15, 1979 to
consider the advisability and necessity of ordering the correction
or wrecking and removal of said structure on the above described
property ir�asmuch as said structure is reported to constitute a
hazard to public health, safety and welfare.
WHEREAS, upon the facts presented at the said hearing consist-
ing of photographs, inspection reports and the recommendation of the
Building Department, it is further determined that the above build-
ing constitutes a hazardous building within the definition of
Minnesota Statutes 463.15 for the following reasons :
a. The subject property has been boarded up by the City since
July 9, 1979.
b. This building has been vacant and heavily damaged by fire
since January 6, 1979.
c. There has been no attempt toward rehabilitation.
d. The exterior of the structure is heavily gutted by fire and
is extremely hazardous.
e. The conditions outlined above constitute a public hazard.
f. The owners have made no attempt to satisfactorily repair

RESOLVED, that in accordance with Minnesota Statutes Sections
463.15 through 463.25, and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby make
the following Order:
ORDER
l. The owners of the above described building shall make the
same safe and not detrimental to the public peace, health, safety
and welfare by having the said building razed and the materials
therefrom removed from the premises within thirty (30) days from
the date of the service of this Order;
2. Unless such corrective action is taken to comply with this
Order or an answer served upon the City of Saint Paul and filed in
the Office of the Clerk of the District Court of Ramsey County,
Minnesota within twenty (20) days from the date of the service of
this Order, a Motion for Summary Enforcement of this Order to raze
and remove the said building will be made to the Ramsey County
District Court;
3. In the event that the building is to be razed by the City
of Saint Paul pursuant to judgment of the District Court, all per-
sonal property or fixtures of any kind which may unreasonably interfere

ten (10) days from the entry of judgment; and if not so removed, the
City of saint Paul shall remove and dispose of such personal property
and fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any corrective

The Divi.sion of Housin� and Building Code Enforcement is hereby submitting its re�ort
on the condition of the structure at the location referred to above.
The owner of record is Dorothy Kessler, c/o George Roedler, Jr, 435 Hamm Builciing,
St. Paul, A�i 55102.
The legal description of the property is: Subject to alley and Vac St. accruing;
Lot 1 and northeasterly 1/2 of lot 2, block 30: Rice and Irvines Addition Blks 26
thru 41, 45 thru 53, parcel code 05-64000-021-30.
The buildinQ is a fire d.amaged house of stone construction.
The subject property has been boarded up by the City since July 9, 1979.

Dear Mr. Sanders:

As per your request, I am submitting for your consideration,
my co�nents on the preservation feasibility of the structure, located
at 302 Exchange Street in the Irvine Park Historic District.
As you know, I viewed the structure in question in the company
of several members of your staff and members of the riinnesota Society
of the A.I.A. , on the afternoon of January 9, 1°79. The primary reason
for the review was to assess the damage to the structure resulting from
a recent fire and to determine the effect of this fire on architectural/
h.istorical integrity.
From my examination, it appears that the fire caused extensive
damage to all interior spaces of the building, having e:ctensively charr-
ed or destroyed woodwork and structural walls, floor and ceiling mesnbers.
The roof, with elie exception of the section above the Exchange Street
entry has been totally destroyed. As you are aware, the roof was of
the mansard type and contained the third story of .the building.
On the exterior, several areas were noted to exhib it cracks
and bowing, however, a number of the cracks existed prior to the fire.
A couple of ornamental metal window cornices �aere destroyed from melt-
ing of solder joints due to the extreme heat of the fire. Further,
the exterior brick walls were determined to be of £rame construction
sheathed in a brick veneer. This factor, coup2ed with the degree of
damage to the interior structural system suggests the probability of
structural weakness in these walls. It is highly probable that the
walls may collapse during removal of the interior structural debris.

In suum�ary, it is ary opinion that the architectural and hist-
� orical integrity of the building at 302 Exchange Street has been destro�-
ed by the fire and that the building is no longer a feasible preservation
candidate. I would unfortunately conclude that the building cannot be
preserved and that the only alternative is demolition.�
If you should require a formal statement from the State Histori-
cal Preservation Officer on thi's matter, I would be happy to provide such a
statement upon request.
