A.n administrative Resolution establishing the title
and class specification for Housing Counselor in the
Civil Service Rules.
RESOLVED, that the Civil Service Rules be amended in Section
3. L (Technical Group), by inserting the title of Housing Counselor in
Grade 30; and be it
FURTHER_RESOLVED, that the Civil Service Rules be further
amended in Section 32 by inserting, in proper alphabetical order, the
attached class specification for Housing Counselor.

HOUSING COUNSELOR
DESCRIPTION OF WORK
General State�ent of Duties: Performs social service work in providing
info�ation, counseling and assistance to persons seeking aid with housing
problems from the City's Housing Information Office, provides relocation
services to persons displaced by code enforcement proceedings; and performs
related duties as required.
Supervision Received: Works under the supervision of a unit or division head.
Supervision Exercised: May exercise technical supervision over lower Zevel
or volunteer workers.
TYPICAL DUTIES PERFORMID
The listed examples ma.y not incZude all duties performed by alI positions in
this class.
Answers inquiries, both by phone and in person, concerning housing.
Advocates for persons having difficulty getting into or keeping adequate
housing; does in-house follow-up if necessary to insure compliance with
agreement.
Ascertains the housing needs and available resources of persons seeking
aid and explains available housing options to them; this includes
subsidized housing, rental options and pre-purchase counseling.
Helps clients understand the available information; provides guidance in
selecting a suitable option.
Refers clients to other agencies or departments if their questions or
problems go beyond the need for housing.
Provides infonnation regarding applicable housing laws an.d regulations to
persons seeking advice and explains various options.
Gives speeches to community organizations and writes articles for neighbor-
hood publications explaining services provided by the Housing Information
Of f ice.
Maintains a library containing a current informational directory and other
housing information which is available for use by the public.
Assists persons in obtaining immediate emergency housing.
Locates housing for families and individuals displaced as a result of fire
or other disaster or code enforcement procedures.
Makes community contracts to obtain listings of available housing or to
get assistance in relocating clients.
Interviews displaced families and individuals to determine housing needs
and assists clients with relocation plans and clains.
Evaluates elioibility for financial ber.efits and prepares claims for
relocation payments; evaluates eligibility for public housing programs.
Prepares reports and recommendations based on Housing Information Office
statistics, regarding the need for types of housing and location of units.
Acts as a project leader for assigned relocation efforts; assists with pro-
jects such as budget develogment and statistical reports.
KNOWLEDGES, SKILLS AND ABILITIES
The ability to deal effectively with the public, sometimes in stressful or
etaotional situations.

Knowledge of services offered by community housing, financial and counseling •
agencies and of government housing programs and regulations.
Knowledge of counseling theory and techniques.
Knowledge of housing codes and other pertinent regulations, guidelines and
legislation.
Knowledge of the real estate market and lending policies and procedures as
regard to real estate.
Rnowledge of the uniform relocation guidelines and other city guidelines
pertaining to displacees.
Knowledge of the city's housing stock and neighborhood structure.
Ability to write articles for publication and to give speeches to community
grougs.
MINIMUM QUALIFICATIONS •
College graduation in hausing, counseling, social wortc or related field;
or four years' experience in the areas of housing, housing advocacy,
social welfare or related fields or some combination thereof.
