WHEREAS, numerous questions, alleged irregularities, rumors, dTSCUSSions,
special actions, lawsuits, and continual adjustments have surrounded and en-
compassed the management, operation and funding of the Central Village Develop-
ment Project;
WHEREAS, the Council of the City of St. Paul has, through their authority,
conducted a preliminary investigation and reviewal of the matter;
WHEREAS, the Council of the City of St. Paul authorized Arthur Anderson and
Co. to furnish a report concerning the financial affairs of the participants in
the Central Village Development Project;
WHEREAS, by Council File 273783, aforementioned report was transmitted to
the United States Department of Housing and Urban Development;
WHEREAS, the Council of the City of St. Paul is charged to protect the interests
o�F the entire citizenry of St. Paul ;
WHEREAS, the Area Director, Department of Housing and Urban Development has
overviewed the reports and findings of the project;
WHEREAS, the Area Director of the Department of Housing and Urban Development
has stated and encouraged that the Central Village Development Project and assoc-
iated projects in Community Development District 8 be completely and thoroughly
investigated through a cooperative effort and investigation by the Department of
Housing and Urban Development, the Auditor of the State of Minnesota and the City
of St. Paul ;
WHEREAS, the Auditor of the State of Minnesota has stated a request to also
conduct the same thorough complete and cooperative investigation;
WHEREAS, a final and complete resolution of the questions concerning the
Central Village Development Project and other projects will determine the past,

investigate the alleged wrongdoings of all participants, and strengthen our
future projects by our benefiting from the experiences of such;
BE TT RESOLVED, the Council of the City of St. Paul officially requests
the appropriate offices of the Uni�ted States Department of Housing and Urban
Development and the Ruditor of the State of Minnesota to investigate thor-
oughly and completely:
1 . All aspects of the Central Village Development Project prior
to February l , 1980.
2. The specific contents of the Arthur Anderson report and the
City of St. Paul 's findings.
3. The past expenditures of public funds by and for various
projects, developers, agencies, contractors, and subcontractors
in the area now designated as Community Development District 8,
commonly known as the Summit-University Area.
BE IT FURTHER RESOLVED, that such complete and thorough investigation receive
the cooperative assistance of the appropriate offices of the City of St. Paul ,
and
BE IT FURTHER RESOLVED, that a monthly status report of such investigation
be transmitted to the Offices of the City Attorney and the Chief of Police of
the City of St. Paul . �
