WHEREAS, a new Space Shuttle Control Center in Duluth will ensure the stability and
growth of the Duluth area for a lifetime to come while also providing an excellent
solution to the needs of the Department of Defense, and,
WHEREAS, there is an alarming trend of shifting military and other governmental
facilities away from the Upper Midwest to the Sunbelt regions of the West and South,
and,
WHEREAS, Duluth, Minnesota, has an air base comprising nearly 1,000 acres of
choice property adjacent to the Duluth International Airport which will be available
for a new use by 1982, and,
WHEREAS, Duluth is located in the heart of North America, far from the U. S.
Coastal areas which are vulnerable to submarine-based attack, and,
WHEREAS, atmospheric conditions around Duluth make it one of the nation's finest
for communications purposes--as the U. S. Navy determined when evaluating nearby
Northern Wisconsin for Project Sanguine, and,
WHEREAS, Duluth has an excellent, highly-skil.led work fo�^ce with a reservoir of
over 800 trained electronics workers and is also in close proximity to the headquarters
of such American electronics firms as Honeywell and Control Data, and,
WHEREAS, if the Duluth air base is allowed to close without this- alternative
mission, it will deal the economy of Northeastern Minnesota and Northwestern Wisconsin
a devastating blow by creating a $30 million annual loss to this area, therefore,
BE IT RESOLVED, that the St. Paul City Council strongly and vigorously supports
Duluth, Minnesota, as the site for the new proposed Department of Defense Space
Shuttle Control Center.
