WHEREAS, blind bidding occurs when motion picture distributors offer
pictures to exhibitors for biddiag before the exhibitors can see the
pictures, and frequently while the picture is still 3n production or not
even made at all, and
WHEREAS, 95% of the film revenue generated in 1978 was from f31.ms of only
eight major distributors, the only alternative to blind bids, stiff terms,
and advance guarantees of thousands of dollars is to go out of business,
and
WHEREAS, a great deal of instability has evolved due to the high stake poker
game film booking has become, with some theatres forced to curtail the3.r
hours or close entirely, which has obviously had an adverse effect on the
pro3ectionists and stagehands, other theatre employees, and the movie going
public, and
WHEREAS, anti-blind bidding legislation in the form o£ S.F. 1028 and
H.F. 1035 is before the Minnesota Legislature, and
WHEREAS, to truly revitalize downtown St. Paul as a r-ecreational center,
first run movie business is needed and blind bidding has a severe economic
impact for potential movie houses, therefore be it
RESOLVED, that the City of St. Paul support the anti-b].ind bidding of mov3.es
legislation before the State Legislature.
