00-976Council File # f} ?S — �J r l(A OF Presented Refened To GreenSheet# 1o��zt Committee Date 1 WHEREAS, City employees that ate in long-term committed relationships are not currently given the option of 2 paying for family benefits for same-sex domesric pariners; and 3 WHEREAS, "domestic partnership benefits" is generally understood to include medical and dental insurance, 4 disability and life insurance, and other forms of benefits currently provided to legally married spouses of City 5 employees; and 6 WHEREAS, over 2,500 employers currently provide domestic partnership benefits, ittcluding 94 state and local 7 governments, and over 100 Foriu:.e 500 cor.ipanies; and 8 WFIEREAS, the City of Saint Paul's Human Ri ghts policy prohibits discrimination based on sexual orientation; and 9 WI�REAS, the City of Saint Paul has historically worked to create an inclusive and supportive work environment 10 for its employees; and 11 WIiEREAS, providing domestic partnership benefits to same s� couples increases the ability of the City to atiract 12 and retain a qualified work force; and 13 WHEREAS, based on the experience of other units of government and large corporations, less than 1% of the 14 workforce elects to pay for these additional benefits; and 15 WI�REAS, evidence from other cities indicates that providing domestic partnership benefits to same sex couples 16 will not adversely nnpact the City's budget or health care expenditures; and oc -q7 (� WHEREAS, current State Statutes prevent local units of government from providing domesric partnership benefits to employees; 3 NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul Ciry Council hereby supports changes in State 4 Statutes that provide cities with the opfion of providing domestic partnership ben�ts to same sex couples, and 5 includes this issue in the official list of City priorities for the upcoming 2001 Legislative sessions; and 6 BE IT FURTHER RESOLVED, that the City of Saint Paul and the Department of Risk Management should 7 investigate the feasibility and possibility of adding domestic partners to its current benefit packages.
