1 WHEREAS, Twin Towi�/Meridian Behavioral Health Network has applied to the Minnesota Department
2 of Human Services Licensing Division to expand its current Rule 43 license at the Twin Town location
3 at University Avenue West and Aldine Street in Saint Paul, and
4 WHEREAS, the Meridian Behaviaral Health Neiwork requested a Statement of Need from Ramsey
5 County Department of Communiry Human Services, and
6 WF3EREAS, the Ramsey County Community Human Services Chemical Dependency Assessment Unit
7 recommends denial of the request for a Statement of Need for the methadone treatment program, based
8 on its assessment that there is no increase in the need or request for methadone treatment by Ramsey
9 County residents and that there have been no delays in getting priorily services for Southeast Asians and
10 preg�ant women from the county's current providers, and
ll WI the staff report of the Ramsey County Community Human Services Chemical Dependency
l2 Assessment Unit further states that Meridian's projections of individuals annually to be referred for
! 3 methadone treatment from Ramsey County is not accurate, and
4 WHEREAS, the Merriam Park Community Council, the planning district council representing residents,
5 employees and employers in this area, has raised serious questions about parking, increased traffic
i congestion, noise, and the affect of higher concentrations of institutional uses in this area as well as
� proximity to several schools, the Midway YMCA, and its location in a Drug Free S�hool Zone, and
WFIEREAS, the city shares the concerns of the neighboring business and residential community, and
WI�REAS, Twin Town's current facilities at 1706 LJniversity Avenue and 463 Aldine are zoned B-3 and
RM-2, respectively, and that their parking faciliry at462 Herschel is zoned RM-2 with a Special Condition
Use Permit, and
WFIEREAS, a methodone clinic at 463 Aldine is not a permitted use in an RM-2 district, and

1 Wf�REAS, the cument use ofthe Twin Town's tunnel connecting its two buildings is not authorized and
2 is overdue in seeking a renewal of its bond, a permit or a vacation of the tunnel easement from the City
3 of Saint Paul Real Estate Division, and
4'THEREFORE BE IT RESOLVED that the Saint Paul City Council recommends to the Commissioner of
5 the Mim�esota Department of Human Services that the license applicationfor Twin Town/Meridian
6 Beha�ioral Health Network to locate a m�thadone clinic at University Avenue and Aldine Street in Saint
� Paul be denied.
