Paul . We do not support this position being filled by a non-resident. Our community will be affected in many ways by decisions of the St . Paul Port Authority. The development of the Brown & Bigelow site is a current example , as is Michel Sales at 1400 Selby. We feel that the best interests of our neighborhoods can be met by appointing someone who lives in the city and who shares an interest in its neighborhoods . The Port Authority is a major instrument of economic development in the city and we feel its Board should reflect neighborhood as well as business and banking interests . Although the Council members agreed that the "process" had been followed to some extent and your office had solicited for nominees, the Council members felt that you had pretty much made up your mind to select Victor Reim wit'�out giving enough consideration to others who had submitted thei: ames. A motion was passad that we, as the City Council, instruct the Mayor to follow the process and make sure that you follow the open appointment policy adopted previously by the City Council.
