WHEREAS, the St. Paul Winter Carnival is America's Greatest and Grandest
Winter Spectacular, and
WHEREAS, the St. Paul Winter Carnival has brought to St. Paul wide public
acclaim throughout North America, and
WHEREAS, the St. Paul Winter Carnival sponsors numerous activities and
events for the citizens of St. Paul, and
WHEREAS, the St. Paul Winter Carnival activities are organized and conducted
by many volunteers and spirited St. Paulites, and
WHEREAS, Ma.yor George Latimer, the St. Pau1 City Council, and citizens of
St. Paul appreciate in sincere gratitude the Winter Carnival and 3.ts
volunteers, now therefore be it
RESOLVED, that the City of St. Paul hereby declares January 24, 1980, as
St. Paul Winter Carnival Volunteer Day in recognition of all W3.nter
Carnival Volunteers, and be it further
RESOLVED, that Mayor Latimer and the City Council recognize in thanks and
praise John & Bernice Roach for their family participation in a11 W3.nter Carnival
events since 1947 and for their dedication and l.eadership 3n plann3.ng and directing
volunteer efforts, and be it finally
RESOLVED, tha.t honor be bestowed upon John Roach as the oldest living members of
the Kings Royal Guard and a "Gold Braid" to Bernice Roach for her warm guidance
and service as President of the Women's Auxiliary.
