WHEREAS, the City of Saint Paul has 26 miles of cross country ski
trails which need to be groomed, and the equipment the Cit� owns
is heavy and damages the golf courses and parks if there is not a
heavy snow cover; and
WHEREAS, Polaris Industries wishes to loan a new 2001 Polaris
snowmobile which is light enough to allow the necessary expanded
trail grooming, to the City for use by the Division of Parks and
Recreation in grooming cross country ski trails now therefore; be
it
RBSOLVED, that the Council of the City of Saint Paul hereby
thanks and accepts the generous seasonal loan of a 2001 Indy Wide
Track snowmobile; and be it
FURTHER RESOLVED, that the City Council declares that there is a
public purpose in providing cross country ski trails for use in
the City and in protecting the golf courses and park property
from damage by heavier grooming equipment and hereby appropriates
the use of the snowmobile to the Division of Parks and Recreation
for grooming corss country ski trails.

The Division of Parks and Recreation is responsible for the grooming of 26 miles of cross country ski trails. In the past
four seasons we have had only low to moderate snowfalls. The cross country grooming equipment we now own is
heavy and destroys our golf courses and parks if there is not at least a six to nine inch base to operate on. This limits
our grooming ability and shortens the cross country ski season to less than nine weeks. We have been aware of this
problem for years, but have been unable to cover the capitat costs of a snowmobile. In the winter of 1999-200o Polaris
Industries loaned the City a new Polaris snowmobile. With council approval, Polaris Industries will loan the City a new
2001 snowmobile for the 2000-2001 season.
AOVANTAGES IF APPROVED;
Obtaining the snowmobile we need to continue the expansion of the cross country ski program season is possible with
no capital outlay on the part of the City. With a snowmobile we expand our grooming season by 3Q or more. We
could continueto enlarge our trail network by grooming areas that our present equipment is too large to operate in.
