RESOLUTION AUTHORIZING EXE UTION OF A DEVELOPMENT
CONTRACT FOR THE CEDAR STR ET RETAIL BRIDGE
WHEREAS, the Council of th City of Saint Paul approved on
January 17, 1980, subject to cert in conditions which must be
accepted and performed by Oxford evelopment Minnesota, Inc.
(Oxford) and Dayton-Hudson Corpor tion (Dayton) , the vacation of
certain air, surface and subsurfa e rights over, in and under
Seventh Place and Cedar Street in the City of Saint Paul; and
WHEREAS, the Council has f rther authorized and permitted
Oxford, subject to certain conditions, to construct a retail and
pedestrian concourse elevated str cture over Seventh Place and
Cedar Street, which will contain ublic easement areas for the
Saint Paul Skyway System connecti from Town Square to Dayton's
Department Store; and
WHEREAS, on behalf of the C'ty, there has been negotiated
preliminarily, subject to this Co cil's approval, a certain
"Block 26 - Phase One, Seventhland Cedar Bridge and Concourse
Construction and Cost Preliminary greement" , which Agreement
further delineates the responsibil'ties of Oxford, City and the
Housing and Redevelopment Authorit of the City of Saint Paul,
Minnesota (HRA) as to the distribu ion of cost responsibility and
conditions and covenants under whi h the structure may be
constructed; and
WHEREAS the fundin for e Cit
. g y grant portion of the cost
responsibility, not to exceed $575 000 , is to be drawn from the
Urban Development Action Grant (UD G) funds generated from the
payback of Gran�t No. B-79-AA-27-00 6 , and that interim funding
therefore may be drawn from HRA ta levy funds, to be reimbursed

NOW THEREFORE, BE IT RESOL D THAT:
1. All appropriate City of icials and agents are hereby
authorized to execute the "Block 2 - Phase One, Seventh and Cedar
Bridge and Conoourse Construction nd Cost Preliminary Agreement"
in its present form.
2. Funding for the City gr nt commitment thereunder, not to
exceed $575,000, sha11 be from the anticipated payback of funds
generated by UDAG Grant No. B-79- -27-0006, that interim funding
therefore may be drawn from HRA ta levy funds , to be reimbursed
by said UDAG payback, when availab e.
