Th arched portico with marble columns, unique sculpted ca itals, round relief sculpture, brick and ceramic tile vest bule, and lintel with the words "Michael J. Dowling M morial Hall" are important design elements and should 3�e preserved. Red tile roof, ' parapet walls, bays, and or ginal fenestration should be preserved. Preservation of�interior design elements such as vaulted entrance ha l ceiling, unique sculpted capitals, imported ceramic iles, and original woodwork is encouraged. We found that the proposed historic desigr�ation would not conflict with the District Five Plan, Comprehensive Plan or other planning considerations. However, we feel that it would be inappropriate to recommend approval or disapproval at this time, since the Planning Commission has not been able to adequately consider the larger issues affecting disposition of the entire site. We are aware that the Council has been carefully considering these issues for some time; and the Planning Corrxnission does not wish to weight the argument for designation - one way or the other - be�'ore the Council 's final decision. After reviewing this nomination against our architectural and historical criteria, the Comnission voted to recorrvnend designation of the West � Wing as a Heritage Preservation site. However, the Commission does not want� to place the City Council in an awkward position by transmitting our recomnendation before the Council decides on the ultimate use of the entire site. At this time, t�ie Commission would simply like the opportunity to briefly speak to the City Development Comnittee at its f�tay 29 meeting, on the merit of preserving the West Wing. Michael J. Dowling Memorial Hall , as the West Wing was known, housed the school , � library and auditorium for Gillette State Children's Hospital - a unique insti- ` tution in the state's history. Gillette was the first hospital in the nation to . provide free care for crippled children of low income families. Nowadays it is too easy to forget Gillette's importance during the decades of polio epidemics. Of equal significance is the West Wing 's handsome Spanish Calanial design, which features unusual decorative details portraying the spirit of the hospital . Built in 1924, the West Wing is an established and familiar visual feature in the Phalen neighborhood. The Commission has made it quite c7ear to District Five that historic designation would not imply preference for any particular future use of the larger site. We feel that preservation and reuse of the West Wing would be desirable and possible with a� of the current alternatives. We encourage the City Council to ensure �G � � � 7���/ full consideration of preservation options for the West Wing, once the Council decides on the future of the entire site. If demolition of the existing canplex is approved, we urge the Council to exc1ude the West Wing from the demolition contract, in order to allow enough time for exploring preservation possibilities within the more definite context of the si�e's final disposition. Michael J. Dowling Memorial Hall , as the West Wing was known, housed the school , library and auditorium for Gillette State Children's Hospital - a unique insti- tution in the state's history. Gillette was the first hospital in the nation to provide free care for crippled children of low-income families. Of equal sig- nificance is the West Wing's handsome Spanish Colonial design, which features unusual decorative details portraying tN�e spirit of the hospital . Built in 1924, the West Wing is an established and familiar visual feature in the Phalen neighborhood. The West Wing was nominated as a Heritage Preservation...Site by the District Five Planning Council. A public hearing was held on the-proposed historic designation, with proper notice published and mailed to adjacent residents. No opposition was heard. The commission feels that preservation arnd re-use of the West Wing is both desirable and feasible, whatever the disposition af the surrounding site. Red tile roof, parapet walls, bays, and original fenestration should be preserved. Dowling Memorial Hall ) Michael J. Dowling Memorial Hal1 , the West Wing of Gillette State Children's Hospital , housed the school , library, and auditorium for an unusual institution. Established by a $5000 allocation from the Minnesota Legislature in 1897, Gillette Hospi'tal held the unique distinction of being the first hospital in the nation ta provide free care to the crippled children of low income families. Its first Chief of Staff was Arthur J. Gillette (1863-1921) , a man instrumental in the hospital 's establishment. Dr. Gillette, like all Twin Cities physicians who have treated Gillette patients, worked entirely without compensatian. For the first eleven years, Gillette Hospital was housed at the City and County Hospital , and then in 1911 the first of its new facilities were built near Phalen Park on land donated by the City of Saint Paul , the Business League and the Saint Paul Commercial Club. The type of service Gillette Hospital provided was in great demand, particularly during the polio epidemic of the 1930's and 40's. Increases in the number of patients seeking admission to Gillette soon required that additions be made to the original two wings. From 1914 to 1946, nine more buildings, including Michael J. Dow'ling Memorial Hall , were added to the �. complex. Because the average length of stay for hospital patients was several months, it was important to provide school facilities for children who would otherwise fall behind in their studies. To expand Gillette's educational programs, Dowling Hall was built in 1924 with contributions from the Minnesota Editorial Association and the Minnesota Bankers Association and dedicated to Dowling, a pr�minent member of both organizations. The school was fully accredited by the State Board of Education and awarded graduation diplomas to Senior students. � Michael J. Dowling Memorial Ha'l1 was designed by Clarence H. Johnston, Sr. , a well known Saint Paul architect, and was built for $94,900. The entire hospital complex, including the West Wing, is one of Saint Paul 's few insti- tutional buildings designed in the Spanish Colonial Style. The 12 story, . T-shaped West Wing is more personal and ornate that the other sparce and utilitarian Gillette buildings, and contains unique decorative elements. The West Wing also possesses an independent design which suggests that it could easily stand alone; it has a gabled, red-tile roof and parapet walls which serve to define the building. There are two large bay areas, one at each end of the front facade. The �welve-over-twelve windows are rectangular and have plain moldings and protruding sills. The most distinctive element +2- ..�'���� of the exterior is an arched porti¢o with two marble columns, unique capitals sculpted with faces of children, and a round relief sculpture . of a nurse and children above the main arch. The interior of the portico - is lined with both header and stretcher bond brick and a course of ceramic t'.les. The door is doubled leafed with fifteen lights per sash and a lighted tympanum. Across a wooden' lintel are painted the words "Michael J. Dowling Memorial Hall". The on;ly significant alteration the West Wing has undergone was the removal of a' cupola sometime in the 1930's or 40's. The interior of the West Wing is also more ornate than the other -- buildings in the complex. It has an entrance hall with vaulted ceiling . and sculpted capitals of pilgrims, Indians, and revolutionary soldiers. This hall serves as the central intersection for two corridors of classrooms __. _ and an auditorium wing. The corridors of the building are lined with imp�rt2d �terra cotta tiles, some�with motded reliefs on a "colonia � � theme. The original woodwork, dark stained hardwood, it still intact. A plaque dedicating the building td Michael J. Dowling was removed from the entrance hall in 1977. The West Wing seems to be strUcturally sound. The inter�or has fairly modern fixtures, but appears to need new wiring. The building has no heating source of its own and is therefore 'dependent on the hospital complex's physical plan. The exterior needs only mindr repairs such as window replacement and painting. The roof tiles, nearly i7rreplaceable because of their value, are in good condition. %`-'� In 1977, Gillette Hospital 's patient load and average length of stay had declined greatly, partly due ta the development of oral polio vaccines. The Phalen Park facilities were now unnecessarily large so in April of 1977 Gillette moved to new quarters in �he St. Paul-Ramsey Hospital . The Gillette complex has now been vacant for twa years and was recently acquired by the City of Saint Paul . At present, the future of the hospita'i buildings and extensive shady grounds is uncertain. Clarence H. Johnston, Sr. Clarence H. Johnston, Sr. , designer of the first six buildings in the Gillette Hospital complex, was born in Waseca County on August 28, 1859. He apprenticed with architect Edwar�d Bassford for three years following high �' school , and then attended the Massa�chusetts Institute of Technology and L'Ecole des Beaux Arts in Paris. Johnston worked for Hector Brothers in New York for a time and returned to Saint Paul in 1883 to become partner with William H. Willcox. Johnston and Willcox opened an office in the Gilfillian Block next door to the office of Gilbert and Taylor. Johnston became an expert in the design of criminal facilities and hpspitals and was retained in 1901 as an architect by the State Board of Control , the board to which Gillette Hospital is responsible. He designed Stillwater State Prison, Anker Hospital , Saint Luke's Hospital , and the City and County Hospital , as well as many other Saint Paul buildings including a Wilder Charity Building, the Minnesota Historical Society building, the Minnesota Sta�e Office Buitding, and several houses on Summit Avenue.
