RESOLVED, that pursuant to Section 7.07 of the St. Paul
City Chaxter, the City Council herebly orders a special election
for the purpose of submitting the fdllowing question to the voters:
"Shall the Saint Paul City Council pass an ordinance
which will provide that the Dawntown People Mover
will not be supported by any local city revenues
other than those derived from downtown taxpayers
and which will further provide that no residential
property taxes, general obligation bond funds,
franchise fee revenue, local �overnment aid payments,
or general revenue sharing funds will be used to
construct or operate the Downtown People Mover?"
and, be it
FURTHER RESOLVED, that the City� Clerk is hereby instructed to
prepare the proper ballots to implement the direction set forth in
this resolution and to take the necessary steps for publication as
ma.y be required by law; and, be it
FINALLY RESOLVED, that this special election shall coincide
with the state general election to be held on November 4, 1980.
