00-959Council File # OC— 5q Green 5heet # t���'{.53 RESOLUTION C{TY OF S�AINT PAUL, M{NNESOTA (a Presented Refened To Committee Date RESOLI3TION SUPPORTING THE NATIONAL CLEAN CITIES PROGRAM AND ENDORSING THE CITY OF SAINT PAUL'S PARTICIPATION IN THE TWIN CITIES CLEAN CITIES COALITION (TC4) 1 WE�REAS, it is in the interest of the City of Saint Paul to reduce the dependence on petroleum-based and imported 2 fuels for vehicles operating in and through the City of Saint Paul as specified in the Energy Policy Act of 1992; and 3 WfIEREAS, the City of Saint Paul supports working towards meeting the vehicle emissions standards of the Clean Air 4 Act Amendments of 1990 and related regularions; and 5 WHEI2EAS, the City of Saint Paul seeks to educate on consumexs on the use and benefits of alteznative fuels and 6 altemafive fuel vehicles (AFVS); and 7 WHEREAS, it is in the interest of the City of Saint Paul to encourage the development of public altemative fuel vehicles; 8 and 9 WfIEREAS, alternarive fuel vehicles reduce the City of Saint Paul's fleet and operating costs; and 10 WHEREAS, the City of Saint Paul has been a leader the promotion and use of AFV's, having purchased 15 fle�ble fuel 11 vehicles which use 85°lo ethanol blended fuel (E85), and plans to conshuct, at a future date, an E85 fueling site at the 12 Dale Street Public Works facility; and 13 WHEREAS, the Twin Ciries Clean Cities Coalition (TC4) represents a coordinated effort to incorporate as many 14 alternative fuels, t1FVs, and the necessary infrastructure as practicable in our community through the national Clean 15 Cities program; and 16 WF3EREAS, the acquisition of AFVs and the creation of alternarive fuel infrash needs (including refueling sites, 17 operation, maintenance services, and vehicle availability) will be coordinated with other TC4 stakeholders; now, 18 therefore, be it 19 RESOLVED, that the City of Saint Paul conrinue iYs leadership role in acquiring AFVs and using altemafive fuels; and 20 be it further 21 RESOLVED, that the City of Saint Paul shall cooperate with other TC4 stakeholders in encouraging other public and 22 private sector fleet operators to support the program; and be it fiirther 23 RESOLVED, that the City of Saint Paul uses its stakeholder membership as a public educational tool at events and in 24 special iniriatives.
