PROJECT DESCRIPTION Acquisition of approximately 3 acres of vacant land located north of Burns Avenue at Barclay �Street, for provision of a neighborhood park. This project was initiated by the District 1 Comnunity Council and the Division of Parks and Recreation. RELATIONSHIP TO PARKS AND RECREATION PLAN _ This proposal is in conformance with the Parks and Recreation component of the City's Comprehensive Plan. Although not specifically identified in the plan, this site will fill the need for recreation space illustrated on pages 21 and 23 of the plan, which are attached hereto. � The site is not specifically identified because at the time the park plan was prepared, this land was thought_to be unavailable (see following paragraph). . _ ALTERNATIVE SOLUTIONS - � ; A. Upper Afton School Site . Prior to initiation of this project the City had acquired the Upper Afton School site, located between Upper Afton, and Leone St. , for the same purpose as this proposal. The Upper Afton site is similar in acreage but has two distinct disadvantages when compared to the Burns Avenue property. 1. Location: The Upper Afton site location is not easily accessible to persons north of $urns Avenue, which is the area of greatest need. 2. Proxi�lity to Private Property: The Upper Afton site is closely bounded on two sides by single family homes, making development and subsequent public use difficult. �� . � � ' August 20, 1980 , Page 2,� ; B. No Acquisition No acquisition of the Burns Avenue site would eventually l�ead to . development of the Upper Afton site, unless subsequent action was taken to convert the Upper Afton site to another use. . C. No Acquisition/No Development - Since there is no other vacant land in the area, no acquisition of the Burns Avenue site and no development at either the Burns :Avenue or Upper Afton location would eliminate any opportunity to provide neighbor- hood recreation space in the foreseeable future. ESTIMATED COSTS ANU FINANCING The estimated cost of acquisition for the Burns Avenue site is $115,900. The Upper Afton site is currently City-owned. Development costs can be assumed to be similar for both sites, however -�he Burns Avenue site is expected to be somewhat more costly�due to the need for _ fill material. Although development estimates are unavailable sinee there - are no plans drawn at this time, it can be safely assumed that improvement • costs will be in excess of $200,000. The chief. source of funds for this project will be Capital Improvement Bonct � funds, although Dayton-Hudson/Target has indicated a willingness to participate �to some extent in site improvements at the Burns Avenue location, should this site be selected. ; ' RECOh�IENDATION The District Council and the Division of Parks and Recreation are both in favor of pursuing acquisition of the Burns Avenue site, with the understanding that ;the Upper Afton site will be converted to a use more compatible w9th its sur.roundings.
