WHEREAS, the� �linnesota Pollution Control Agency has identified a pollution
problem at the intersection of University and Snelling Avenues; and
WHEREAS, the Minnesota Pollution Control Agency has received an application
for an Indirect Source Permit for the new Roadway Inn and Target Store
at University and Hamline Avenues; and
WHEREAS, the Minnesota Pollution Control Agency, in order to issue an
Indirect Source Permit, will require that the additional contribution
of carbon monoxide emissions from traffic bound for and from the new
Roadway Inn and Target Store must be offset; and
WHEREAS, the installation of an actuated signal at the intersection of
University and Snelling Avenues would adequately offset the additional
contribution of CO emissions; and
WHEREAS, the Minnesota Pollution Control Agency has reviewed the application
and recommends approval of the Indirect Source Permit if an actuated signal
is installed;
NOW, THEREFORE, BE IT RESOLVED, that the City Council directs the Department
of Public Works to revise the inplace traffic control signal to an actuated
signal at the intersection of University and Snelling Avenues by September 1 , 1981 ;
BE IT FURTHER RESOLVED, that the work be performed by City Forces at an
estimated cost of $14,000.00 and charge these costs to the Permanent
Improvement Revolving Fund, Code 60200, and this fund to be reimbursed
by Roadway Inn and the Dayton-Huds n Corporati ns.

Re: Rodeway Inn Project - I-94 & Hamline Avenue
Dear Jim:
In accordance with our conversations this past few
weeks, we will agree to share in the expense of impro- �
ving the traffic signaling at the intersection of Univer-
sity Avenue and Snelling. It is our understanding that
our expense will not exceed $7, 500.00, and that this
alteration in the signaling is the final step in approving �
the indirect sourc� permit for our project.
Jim, it is also understood that this expense can be con-
sidered a part :of the development cost for our project, and
is picked up by the bond issue.
Again, thank you for you assistance in this matter, and if
I can answer any additional questions pZease don't hesitate

� Dear Gene:
In our telephone conversation of 8-11-80, I indicated Target
will pay for half of the �15,000 cost for the actuated signal
at Sneil�ng and University, not to exceed $7500.00.
This corr�nitment can be forwarded to the St. Paul City Council
and the MPCA for issuing the indirect source permit.
