Stephenson 7 Assistant City Attornep:-'- DATE: September 3, 1980 RE: Claim against the City of Saint Paul By A. D. Colwell and Colwell Cars , Inc. This action claimed that the plaintiff's business and property at 239 West Kellogg Boulevard were damaged on April 23, and May 6, 1977 , by crowds attending rock concerts and also generally by the maintenance of the Civic Center as a place for having these concerts . The settlement of $500.00 approved by this office recognizes that the time involved in preparing this case would far exceed the amount of the settlement and the case is being settled on that basis .
