are hereby authorized and directed to pay out of the Tort Liability
Fund 09070-511-000 to A. D. Colwell and Colwell Cars , Inc, the
s�n of $500.00 in full settlement .of his claim for damages
sustained April 23, 1977 and May 6, 1977 to his business and ---
property located at 239 West Kellogg Boulevard due to crowds
attending rock concerts at the Civic Center.

RE: Claim against the City of Saint Paul
By A. D. Colwell and Colwell Cars , Inc.
This action claimed that the plaintiff's business and property
at 239 West Kellogg Boulevard were damaged on April 23, and May 6,
1977 , by crowds attending rock concerts and also generally by
the maintenance of the Civic Center as a place for having these
concerts . The settlement of $500.00 approved by this office
recognizes that the time involved in preparing this case would
far exceed the amount of the settlement and the case is being
settled on that basis .
