FINANCE n J� /���� CAIVARY - - DEPARTMENT ' ,G I T•Y O F S�A I NT 1 A U L COUIICII � � BLU� �- - MAYOR - , F1I0 N O. � � � uncil Resolution Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, existing paxking facilities owned by the public are not capable of providing sufficient affordable shopper parking facilities; and WHEREAS, the City desires, to the extent possible, to rely on privately owned parking facilities to provide sufficient affordable parking as a more economical problem solving approach than building additional parking areas at public e�ense; and WHEREAS, it has been proposed that the City initiate a shopper' s paxking program which will include provision of free parking to the general public on certain evenings and Saturdays and will encourage the provision of affordable parking to the shopping public at other times; and WHEREAS, the City Council finds there is a need to imple- ment such a program on an experimental basis in order to initially attract the public to the downtown area and promote its continued utilization; now, therefore, be it RESOLVED, that the City does endorse the shopper parking program as more fully described in the attached exhibit and authorizes its implementation, including short-term leases, on a trial basis of 90 days to commence October 15, 1980 through and including January 15, 1981. - 2. Loc�tions have been suggested and rates are being recommended at 25G per - ha1� hour or less. The time limits on parking meters wi11 r�main the �ars� and time limits of four hours are being suggested for off street facili�i�s. Meters «ili be changed as soon as possible. Over 4,OOfl " shop�er parking s�aces at this new rate will be available for shappers by Octobez'. Fr�e par�ing will be provided on Monday and Thursday even-- ings 6:00 p.m. to 9-30 p.m_ and Saturday 9 :00 a.m. to 6 :00 p.m. Parking D�fl�?"?_P1 Pro�ca�ions Special parking ir_�o�dtion fliers and maps are being produced w�hich �.dentify aowntown access , retail areas, parking facilities and ra�es. These �l;ers wil.l be distributed to all retailers , parking iacility operators and the geTeral public. Each participating facility will- - �isplay a spec:ial �'r_opper garking sign wha.ch identifies the 2S� per ha%� hour program. Fznancial Incentives to Parking Facility Owners I,eases will be written with owner/operat,ors who wi�l pay maintenar_ce and oper�ting costs for t�le Monday, Thursday and Saturday free parking. '�'he City will pay these costs with the increased revenues fxom parkir�g meters_ Prograrn Star�-Up Activities i�s of this date, the old Donaldsons Ramp, Block A Ramp, Block 2b , Day�ons Ramp, Jack�on Ramn, Municipal Ramp #1 (Arts and Science) Ahrens and YMCA - �.,ots are commi.tted to participate in this program. These facilities acc�unt fnr over 2500 o�f street spaces. The rate change on downtakn parking meters will provide the ad.ditional 1,5�0 spaces needed ta start this p�'ogram. �,ddition�l participants are expected to beco;ne part o�. the program �ai�.hir� the next tii.ree months: ��rticipation The Sho�per Parking Program �as initia�ed and endorsed by the St.Paul Park- ing Cotrun.ission in June, 1980 . The Steering Committee of Operation ' 85, the Downtown Council Executive Committee and the Downtown Co�rununity Dev�l-- opment Conmittee (District 17) have since endorsed the program as a needec: and desirable iznprovement for downtown.
