not ali of the new citizens have had the opporhlnity to become fluent in English and in the terminology of building
codes, house maintenance, and loans. A lack of effective communication in this area can impede progress on
improving the quality of the housing stock of the City.

PED staff are increasingly encountering language and communication barriers in various issues of
project management and community development with citizens for whom English is a second
language. Proposed bi-lingual class of positions will assist in easing these problems.

The proposed class of positions will be paid at the same level as the existing Housing
Rehabilitation Advisor I class. The particulaz language requirement will be specified in the Job
Announcement (position announcement) based on client needs.

Comparison to Class Specifications
The proposed duties and responsibilities to be assi�ed to the position were compared to the
responsibilities specified in the existing Housing Rehabilitation Advisor series and the Project
Management Technician class. Except for the requirement to be fluent in at least one lana age
other than EngLish, the dufies and responsibilities were the same as those described for the
Housing Rehabilitation Advisor 1. The responsibiliries were not in the nature of Project
Management. The existing Aousing Rehabilitation Advisor I class spec, with the addition of the
language requirement, is an accurate description of the proposed responsibilities.
Comparison to Other Positions
A brief review of some of the positions assigned to the Project Manager series, the City Planner
series, and the Project Management Technician indicates that the proposed duties are typical of
positions assigned to the Housing Rehabilitarion Advisor I class.

The QES evaluation and analysis jusfifies assignment of this class to grade 32 in the AFSCME
Technical unit.
Recommendation
It is recommended that the new title, "Housing Rehabilitation Advisor I(Bi-Lingual)" be

occupied rehabilitation and energy programs;

TYPICAL DUTIES PERFORMED
The listed examples may not include all the duties performed by all positions
in this class.
Conducts inspections and energy audits of owner occupied dwellings (up to
6 units) and identifies building, housing, and related code deficiencies
for the purpose o£ recommending needed rehabilitation appropriate to
funding sources.
Schedules and conducts meetings and acts as liaison between property owners,
contractoxs, city inspectors, architects, appraisers, and outside
agencies.
Pxepares and submits documents for appxoval: inspection reports,
specifications, cost estimates, bid documents, and construction budgets.
Assists property owners in managing the bidding process including
reviewing bids and awarding the contract.
Provides technical advice to property ovmers involved in building-moving,
accessibility, and energy projects.
Monitors the construction process, prepares documents, and performs
interim and final inspections for the purpose of authorizing progress and
final payments to contractors.
Assists with loan applications and loan closing processes.
Txanslates and interprets for non-English speaking pexsons regarding

Ability to read and understand plans, blueprints, and specifications for
dwellings.

Ability to deal effectively with homeowners and contractors.
Considerable ability to speak, write, interpret, and translate between
English and one or more other languages. (These will be specified on the
announcement.)
MINIMUM QUALIFICATIQNS
At least fi£teen credit hours in building inspection courses acceptable
toward an associate degree in building inspection (certain couYSes may be
substituted for those required for the basic building inspection associate
degree); and one year of experience in construction including cost
estimating, speciFication writing, and public contact. Each additional
year of qualifying experience may be substituted for five credit hours.
Must possess a valid Minnesota Class D driver's license, or equivalent
out-of-state driver's license, with no suspensions or revocations within
the two-year period prior to date of the examination (suspensions for
parking-related offenses excluded). All candidates must be bi-lingual
and be able to fluently read, write, and speak both English and one or
more of the languages speci£ied in the examination announcement.

We are proposing to create a new title, Housing Rehabilitation Advisor I(Bi-Lingual). I
have attached a copy of the proposed clas spec and the class specification for the Housing
Rehabilitation Advisor I for your review. The proposed Bi-Linguai title will be a new title,
not a replacement.
We propose that compensarion be the same as the Housing Rehabilitarion Advisor I.

Rehabilitation Advisors who are fluent in languages other than English. The population of the City is changing and
not ali of the new citizens have had the opporhlnity to become fluent in English and in the terminology of building
codes, house maintenance, and loans. A lack of effective communication in this area can impede progress on
improving the quality of the housing stock of the City.

PED staff are increasingly encountering language and communication barriers in various issues of
project management and community development with citizens for whom English is a second
language. Proposed bi-lingual class of positions will assist in easing these problems.

The proposed class of positions will be paid at the same level as the existing Housing
Rehabilitation Advisor I class. The particulaz language requirement will be specified in the Job
Announcement (position announcement) based on client needs.

Comparison to Class Specifications
The proposed duties and responsibilities to be assi�ed to the position were compared to the
responsibilities specified in the existing Housing Rehabilitation Advisor series and the Project
Management Technician class. Except for the requirement to be fluent in at least one lana age
other than EngLish, the dufies and responsibilities were the same as those described for the
Housing Rehabilitation Advisor 1. The responsibiliries were not in the nature of Project
Management. The existing Aousing Rehabilitation Advisor I class spec, with the addition of the
language requirement, is an accurate description of the proposed responsibilities.
Comparison to Other Positions
A brief review of some of the positions assigned to the Project Manager series, the City Planner
series, and the Project Management Technician indicates that the proposed duties are typical of
positions assigned to the Housing Rehabilitarion Advisor I class.

The QES evaluation and analysis jusfifies assignment of this class to grade 32 in the AFSCME
Technical unit.
Recommendation
It is recommended that the new title, "Housing Rehabilitation Advisor I(Bi-Lingual)" be
established and be compensated at the rate described above.

General Statement of Duties
Performs highly skilled technical work in the
occupied rehabilitation and energy programs;
duties as required.

receives technical advice from the Housing Rehabilitation Advisor II.

TYPICAL DUTIES PERFORMED
The listed examples may not include all the duties performed by all positions
in this class.
Conducts inspections and energy audits of owner occupied dwellings (up to
6 units) and identifies building, housing, and related code deficiencies
for the purpose o£ recommending needed rehabilitation appropriate to
funding sources.
Schedules and conducts meetings and acts as liaison between property owners,
contractoxs, city inspectors, architects, appraisers, and outside
agencies.
Pxepares and submits documents for appxoval: inspection reports,
specifications, cost estimates, bid documents, and construction budgets.
Assists property owners in managing the bidding process including
reviewing bids and awarding the contract.
Provides technical advice to property ovmers involved in building-moving,
accessibility, and energy projects.
Monitors the construction process, prepares documents, and performs
interim and final inspections for the purpose of authorizing progress and
final payments to contractors.
Assists with loan applications and loan closing processes.
Txanslates and interprets for non-English speaking pexsons regarding
housing housing rehabilitation matters in the particular language(s)

dwellings.

Ability to deal effectively with homeowners and contractors.
Considerable ability to speak, write, interpret, and translate between
English and one or more other languages. (These will be specified on the
announcement.)
MINIMUM QUALIFICATIQNS
At least fi£teen credit hours in building inspection courses acceptable
toward an associate degree in building inspection (certain couYSes may be
substituted for those required for the basic building inspection associate
degree); and one year of experience in construction including cost
estimating, speciFication writing, and public contact. Each additional
year of qualifying experience may be substituted for five credit hours.
Must possess a valid Minnesota Class D driver's license, or equivalent
out-of-state driver's license, with no suspensions or revocations within
the two-year period prior to date of the examination (suspensions for
parking-related offenses excluded). All candidates must be bi-lingual
and be able to fluently read, write, and speak both English and one or
more of the languages speci£ied in the examination announcement.
