Public Hearing - December 19� 1qT8 The petitioner desires to vacate certain portions of North Grotto Street and Hubbard Averiue for the purpose of a more cohesive develapment in this area. The streets that are proposed far vacation hav� never been graded or improved, and camprise an area of appraxia�a.tely �+9,600 square feet. The adjoining lands axe zoned I-1. The Department of Public Works had no objection to the vacation, subject to a Hubbard Avenue cul-de-sac dedicatian near the intersection of what is now North Grotto and Hubbard Averiue. They feel that a cul-d�-sac is necessaxy when a dead-end street is created, as would be the case with H�.ibb�rd Avenue between Grotto and St. Albans Streets. The City Planning sta,ff finds no objection to t he proposed vacation. The Water Utility reports the existence oP water faeilities 3.n Hubbard Av�eriue, and requests the retention of aa easement in that portion of H�abbard Avenue. Northern States Power Company reports that there is a gas main and a gas service in I�ub'bard Avenue, and. requests that an easement be retained to protect their interests. The petitioners have asked tY�at the cul.-de-sac requested by the Public Works Department not be reg,uired. Hubbard Avenue between Gratto and St. Albans Streets� which is the s�treet which would be dead-ended, is an unimproved and ungraded street with a width of only �+0 feet. Ixnproven�ent of this right-of way is unlikely. The north side oP the street is railroad pruperty with a spur track actually i.n tk�e ri�ht-of way itselP, which in �ffect further decreases the a]ready narrcyFr width. The south side of Hubbard Avertue is cx�rned by the Order of the Eagles, which does nAt intend to ever request the improvemen-� of <Hubbaxd Avenue. Hubbard Ave. between Avon and Grotto Sts. is unimproved, 60 ft. wide, 624 ft. long. Hubbard Ave. between Grotto St. and the northerty extension of the East Line of Lot 16, Blk. 11 , Butterfield Syndicate Add. No. 2 is unimproved, approxi- mately 67 ft. wide and 70 ft. long. Grotto St. is unimproved, 60 ft. wide and 124.3 ft. long. The vacation of portions of public right-of-ways that result in dead-ended remaining sections of publi� r' - f- enerall frowned u on. At some future date, these said remaining dead-en e portions may be improved. Maintenance, access, utility, turn-around, etc. , probtems usually become a reality when these said portions are improved. The dead-ending of Grotto St. from Pierce Butler Rte. north to the a11ey right-of-way may not be a problem due to some access through the alley. Therefore, a dedicated turn-around would probably not be required for this short (144.3 ft.} dead-ended remaining portion of street. Lange Brothers have been blocking this area with a couple trucks during closed hours and it would be difficult for ingress in case of fire. They have agreed to put up a fence with gates that can be unlocked with our tools. I also contacted the B & S Rigging and Erection Company and they said this fence would not effect them.
