WFIEREAS, the City of Saint Paul, Minnesota is the second largest city in the state of
Minnesota with an estunated populafion of 272,000 people and the second largest labor force
estunated at more than 147,000 workers; and
WHEREAS, The City of Saint Paul is also the Capital City of the state of Minnesota; and
WHEREAS, our immediate metropolitan azea is commonly referred to as the Twin Cities of
MinneapolislSaint Paul, an example being the Minneapolis-Saint Paul International Airport; and
WHEREAS, Saint Paul is the home to some of the largest companies in the United States such
as Minnesota Mining and Manufacturing, The Saint Paul Companies, H.B. Fuller Company and
Ecolabs;and
WIIEREAS, Saint Paul is the new home of the Minnesota Wild of the National Hockey League;

WHEREAS, Saint Paul has been included in the title of the Standard Metropolitan Statisticai
Areas Census data for at least the past three Censnses; and

2 o WHEREAS, Section E.9 of the recommendations from the Metropolitan Area Standards Review
a i Committee (MASRC) to the Office of Management and Budget in the October 20, 1499, Federal
2z Re ie ster concerning changes to the Standards for defining Metropolitan Areas for the 2000
2 a Census indicates that titling combined CBSAs will include the laxgest principal city in each of up
z4 to three CBSAs in descending order of population; and

z 6 WHEREAS, If CBSAs for more than two counties are combined, then the title of the combined
2� azea would exclude Saint Paul as a principal city and include smaller principal cities in adjoining
z s counties such as Faribault and Red Wing, Minnesota which aze the 47`�' and 52i largest cities in
z9 Minnesota,respectively;and

ai WHEREAS, omitting Saint Paul from the title of combaned CBSAs is wholly unjusrified
a2 because one of the key efforts of the MASCRP is to "accurately capture a mare complete range
as of U.S. settlement and activity patterns;"

i THEREFORE BE IT RESOLVED that the Saint Pau1 City Couucil strongly encourages the
z Office o£ Management and Budget to amend the new standazds for defining metropolitau areas
a for the 2000 Census to allow for the title to include at least the two lazgest cities within a
4 combined CBSA.
