RESOLUTION CALLING FOR A PUBLIC HEARING ON A PROPOSAL FOR THE CREATION
OF A DEVELOPMENT DISTRICT PURSUANT TO MINNESOTA STATUTES, CHAPTER 472A,
SETTING THE DATE FOR SAID HEARING ON NOVEMBER 4, 1980, AND AUTHORIZING
THE PUBLICATION OF A NOTICE OF SAID HEARING. (EAST SEVENTH STREET
COMMERCIAL DEVELOPMENT DISTRICT) �
WHEREAS,
a) Minnesota Statutes, Chapter 472A (the "Act") authorizes cities to develop a
program for improving a district of the municipality to provide impetus for commercial
development; to increase employment; to protect pedestrians from vehicle traffic and
inclement weather; to provide the necessary linkage between peripheral parking facili-
ties and places of employment and shopping; to provide off-street parking to serve the
shoppers and employees of the district; to provide open space relief within the district;
and to provide other facilities as are outlined in the development program adopted by
the governing body; and
b)• The Act further authorizes cities, after consultation with its planning agency
and after a public hearing, notice of which shall have been published in the official
newspaper of the city, to designate development districts within the boundaries of the
city. The city must also provide for relocation pursuant to section 472A.12 and consult
with the advisory board created by section 472A.11 before ma.king this designation. With-
in these districts the city may adopt a development program consistent with which the
city may acquire, construct, reconstruct, improve, alter, extend, operate, maintain, or
promote developments aimed at improving the physical facilities, quality of life and
quality of transportation. The city may acquire land or easements through negotiation
or through powers of eminent domain, and it may negotiate the sale or lease of property
for private development if the development is consistent with the development program
for the district; and

c) The staff of the Department of Planning and Economic Development have prepared
a proposed program contemplating the creation of the East Seventh Street Cor�mercial
Development District (the "Program"), which Program has been reviewed by the Saint Paul
Planning Commission and the District 4 Community Council; and
d) Before proceeding with the consideration of the Program, it is necessary for
the City Council to hold a Public Hearing pursuant to Section 472A.03 of the Act.
NOW THEREFORE BE IT RESOLVED By the Council of the City of Saint Paul as follows:
1. A Public Hearing upon the Program will be held before the City Council in the
Council Chamber, City Hall, 15 West Kellogg Boulevard, Saint Paul, Minnesota at
10 o'clock A.M. on November 4, 1980.
2. A draft copy of the Program, together with all attachments and exhibits thereto,
are available for public inspection beginning October 24, 1980, from 9 o'clock A.M, to
4 o'cldck P.M., Monday through Friday, at the offices of the Economic Development Division,
Department of Planning and Economic Development, City Hall Annex, 13th floor.
3. The City Clerk is hereby authorized and directed to cause said Notice of Hearing
to be given on publication in the official newspaper of the City of Saint Paul, Minnesota,
aand in a newspaper of general circulation, not less than 10 days nor more than 30 days
prior to the date fixed for said hearing, as shown in the Notice of Hearing hereto
attached.

ON A PROPOSAL
FOR A PROGRAM TO CREATE AND IMPROVE
THE EAST SEVENTH STREET COMr�RCIAL DEVELOPMENT DISTRICT
To Whom It May Concern:
Notice is hereby given that the City Council of the City of Saint Paul,
Minnesota will meet at the City Council Chamber, City Hall in the City of Saint
Paul, Minnesota at 10:00 o'clock a.m. on November 4, 1980, to consider the
proposal that the City Council create the East Seventh Street Commercial Develop-
ment District and adopt a program for the improvement thereof (the "Program")
pursuant to Minnesota Statutes, Chapter 472A.
The boundary of the proposed East Seventh Street Commercial Development
District are as shown on the attached Exhibit 'A' .
Phase I of the East Seventh Street Commercial Development Program consists
of the construction of a 26,052 square foot supermarket, the redevelopment of
three vacant and/or underutilized structures for commercial reuse and the con-
struction of a new fast food facility, all in the vicinity of the intersection
of East Seventh and Arcade Streets.
A draft copy of the proposed Program, together with all attachments and
exhibits thereto, are available for public inspection beginning October 24, 1980,
from 9 o'clock a.m. to 4 o'clock p.m. , Monday through Friday, at the offices of
the Economic Development Division, Department of Planning and Economic Development,
City Hall Annex, 13th floor.
At the time and place fixed for said Public Hearing, the City Council of
the City of Saint Paul, Minnesota will give all persons who appear at the hearing
an opportunity to express their views with respect to the proposal.
