RESOLUTION Providing Comments on the Southeast Minneapolis Industrial (SEMI)/Bridal
Veil Area Alternative Urban Areawide Review (AUAR)
1 WHEREAS, the Saint Paul City Council supports the redevelopment vision put forth in the
2 Southeast Minneapolis Industrial (SEMI)/Bridal Veil Area Alternative Urban Areawide Review
3(AUAR) and commends the Minneapolis Community Development Agency (MCDA) and the
4 Southeast Economic Development (SEED) Committee for their work; and
5
6 WHEREAS, the Saint Paul City Council supports the redevelopment of brownfield areas to create
7 housing and jobs in the inter City where they are needed; and
9 WHEREAS, the AUAR shows that there is already a degree of congestion at several key
10 intersections in Saint Paul; and
11
12 WHEREAS, the study shows that even under the "Low Intensity Development" plan, traffic is
13 significantly increased at some intersections in Saint Paul and will require mitigation, and

WHEREAS, there has been a commitment to Saint Paul staff by MGDA staff to mitigate the
increased traffic caused by redevelopment; and
WHEREAS, the Saint Paul City Council is also very concerned about the preservation of existing
wetlands and other ecologically sensitive areas; and
THEREFORE BE IT RESOLVED, that the Saint Paul City Council supports Southeast Minneapolis
Industrial (SEMI)/Bridal Veil Area Alternative Urban Areawide Review (AUAR) with the following
comments, conditions and requests:
1. Prior to connecting Granary Parkway to Westgate Drive: The connection of Kasota Avenue to
Interstate 35W is completed, the east bridge is completed and that further traffic analysis of the
intersection of Territorial Road and Cromwell Avenue be completed to determine what mitigation
measures, if any, will need to be implemented to manage the increased traffic caused by
redevelopment and that the results of this study be provided to the City of Saint Paul for review
and approval.
2. That the MCDA conduct further traffic analysis of the intersections of Energy Park Drive/Kasota
Avenue and entrance/exit ramps to Trunk Highway 280 to determine the mitigation measures that
will need to be implemented to manage the increased traffic caused by redevelopment and that the
results of this study be provided to the City of Saint Paul for review and approval.

44 3. That the MCDA work with the Minnesota Department of Transportation to determine what, if
45 any, improvements may be required to Trunk Highway 280 and/or iYs entrance and exit ramps and
46 that this information and any recommended improvements be provided to the City of Saint Paul for

50 Kasota Pond and other ecologically sensitive areas and that detailed plans be provided to the City

The Minneapolis Community Development Agency (MCDA) has initiated a Alternative Urban Areawide Review (AUAR) on
the Southeast Minneapolis Industriai (SEMI)/Bridal Veil area in Minneapolis and parts of the City of Saint Paul. The portion
of Saint Paul included in the review area is bounded by University on the south, the West City Limits, Kasota/Energy Park
Drive on the north and about Highway 280 on the east. The review area (both in Minneapoiis and Saint Paul) totals about
540 acres of mostly under utilized industrial brownfields. The Master plan calls for redeveloping the review area into a mix
of light Industry, commerciai and residential uses.
ADVANTAGESIFAPPROVED:
The City will be able to officially comment to the MCDA about the AUAR. The public comment meeting on the AUAR will be
heid on October 18, 2000.
DISADVANTAGES IF APPROVED:
