WHEREAS, the Metropolitan Waste Control Commission has applied for Federal ar�d State grants
on behalf of local municipalities to allow local governments to conduct detailed Infiltration/
Inflow (I/I) analysis of its sewer system; and
WHEREAS, the United States Environmental Agency will fund 75� of the study cost and the State
of Minnesota will contribute 15� of the study cost under a matching grant fund; now therefore,
be it
RESOLVED, that the St. Paul City Council authorizes the proper city officials to enter into
an agreement with the Metropolitan Waste Control Commission to provide for the "pass-through"
of the anticipated grant funds and to provide 10� local share of the cost of the study, which
is estimated to cost the City of St. Paul approximately $25,000; and be it
FURTHER RESOLVED, that the City of St. Paul shall retain a firm qualified to provide the
necessary specialized professional engineering services to complete the study; and be it
FINALLY RESOLVED, that the City's share of funding will be 1981 Public Improvement Aid as
identified in the Mayor's Proposed 1981 Capital Improvement Budget, p XIV and that temporary
financing be provided by the Sewer Service Fund (22207) .

Af,TION RC�UESTED:
To provide the 10� local share of the cost of the I/i analysis. This cost to St. Paul
is estimated to be approximately $25,000. Also, to authorize the "pass-through" agree-
ment with Metropolitan Waste Control Commission for the anticipated grant funds.
Note: If the 1981 CIB budget is not approved before the
contract is awarded, interim funding wiil b� pro- .

PURPOSE ANQ RATlCNAI.F' FOR THIS ACTION:
This I/I analysis must be completed in order for the City of St. Paul to be eligible for
federal grant funds for sewage treatment works.
