Section l.
Pursuant to the authority contained in Ordinance No. 16006
adopted May 18, 1976, as amended by Ordinance No. 16429 adopted
April 4, 1978, upon the request of the Heritage Preservation Co�n-
mission of the City of Saint Paul and after having duly considered
the matter at a public hearing held in accordance with the said
ordinances, the Council of the City of Saint Paul does hereby
designate the following described property to be a Heritage Preser-
vation Site:

Dear President Maddox and Council Members:
The Heritage Preservation Comnission respectfully recommends that the German
Presbyterian Bethelem Church, 311 Ramsey Street, be designated as a Heritage
Preservation Site.
This church, which was built in 1890, is widely recognized as� an excellent
design by Cass Gilbert, Saint Paul 's most famous architect. The church
served as the first Protestant church for German immigrants who settled in
the West Seventh Street area.
A public hearing was held on the proposed designation, with proper notice
published and mailed to adjacent residents . No opposition was heard. The
owner, Richard Black, supports local designation. -°_ _
The church is not in the path of the adjacent 35E corridor. At most, grading
requirements might require minor property adjustments for step or wall
modifications. Local designation will have no effect on the Federal environ-
mental review, which is underway.
The Council will find enclosed the Heritage Preservation Correnission resolution,
preservation program, site nomination narrative, and Planning Corrrnission
resolution of approval .

WHEREAS, the Heritage Preservation Commission is authorized by the Heritage
Preservation Ordinance (Saint Paul City Ordinance 16006) to recorr�nend buildings
to the city's list of Heritage Preservation Sites; and
WHEREAS, the Heritage Preservation Commission has determined that German
Presbyterian Bethlehem Church, 6uilt in 1890,_located at 311 Ramsey Street (being
legally described as Lot 54, Block 86, Dayton and Irvine's Addition) , meets
the criteria specified in Paragraph B, Section 4 of the Heritage Preservation
Ordinance in that:
1. German Presbyterian Bethlehem Church is widely recognized as an architecturally
excellent nineteenth century church design.
2. The Church is the "most romantic and picturesque" of Cass Gilbert's churches.
Cass Gilbert is Saint Paul 's most famous architect.
3. German Presbyterian Bethlehem Church served as the�-first Protestant church
for the German immigrants who settled in the West Seventh Street are�.
4. The church is a familiar city landmark at the foot of Ramsey Hill . �
WHEREAS, the Heritage Preservation Commission held a public hearing on the proposed
designation of the German Presbyterian Bethlehem Church, on March 13, 1980.
Pursuant to Paragraph E, Section 4 of the Heritage Preservation Ordinance, noi.ice
of this hearing was publi.shed in the St. Paul Pioneer Press on February 20, 1980,
and notice was sent to site owners and property owners within 350 feet; and
WHEREAS, the adjacent 35E Corridor would not take away part of the church, hence
local historic designation will not effect choice of alternatives. .
NOW, THEREFORE, BE IT RESOLVED, by the Saint Paul Heritage Preserva�ion Commission
that the German Presbyterian Bethlehem Church is hereby recommended to City Council
as a Heritage Preservation Site with a preservation prograr� as follows:

German Presbyterian Bethlehem Church
Nestled into the side of the bluff below Irvine Avenue stands a small
limestone church building designed by Cass Gilbert. Called an "architectural
jewel" by the Dail News and "the most romantic and picturesque of all
Gilbert's churc es by David Gebhard, the German Presbyterian Bethlehem
Church has important historical value as well as architectural significance.*
The German Presbyterian congregation was organized by two Swiss-born men,
Gregor Bolt and his brother, Reverend Niklaus Bolt. Both men felt the need
to provide protestant worship services in German for the large number of
German immigrants settled in the West Seventh Street area. The Balts sent
membership invitation to German families in the area and by 1888 the church
had 26 members and had become the first German Protestant church in the
city.
` During the first three years of its existance, �the congregation held services
and Sunday school in a Presbyterian church on Goodrich Avenue. By 1890,
however, church membership had grown to 62 people and construction of a new
building was planned. The St. Paui Presbyterian Alliance, representing the
German congregation, bought the land on which the church stands from former
Governor Alexander Ramsey for $3000 after Ramsey donated one-third of the
purchase prire. Cass Gilbert designed the building after the mountain
chapels of the Bolts' homeland and contributions were solicited to cover
the $8000 construction cost. The cornerstone was laid on September 20, 1890.
On December 25, 1890 the church building was formally dedicated in a
traditional European manner. The Pioneer Press reports that the congregation
gathered at the Goodrich Avenue Church that morning and solemnly marched to
the new church, led by a member carrying the new key on a white satin pillow.
The congregation was met by trumpeters in the tower of the new church. The
speeches and service were in both English and German and A7exander Ramsey's
daughter, Marion, sang a Bach aria for the occasion.
For severa7 years the church grew and continued to be a haven for German
immigrants, especially for those who could not speak English. In 7908
the congregation reached 140 members, however, by 7975 the number had
dropped to 72 and church fathers began to realize that the German population

in the area no longer needed or wanted to worship in German. Most
imnigrants could now speak English and attended churches closer to
their homes. Gregor Bolt recalled in 1921 that young German Americans
in particular had left the church as they assimilated into American
culture. In 1917, after an existance of only thirty years, the con-
gregation disbanded and the building was sold. The church had
fulfilled its mission and was no longer vital to the German people in
the area.

In 1917 the second chapter of the church building 's unusual history
began. The church was purchased by a group of iocal architects, the
St. Paul Gargoyle Club, for $3000. This price included three altar chairs,
a lectern, lecture chairs, pews, and two saw horses. Several prominant
St. Paul architects became officers or members of the Gargoyle Club
including Clarence H. Johnston (the club's first president in 1912),
Thomas G. Holyoke, Herbert A. Sullwold, and E. L. Masqueray. The group
used the church building as a clubhouse until 1921 when they leased the
church to Harry A. and Martha J. Smith for use as a funeral home. Two
other funeral homes, Belisle Chapel and Charles A. Gadbout Funeral Home,
also leased the building from the Gargoyle Club.
In February, 1940 a fire ravaged the church causing $7000 damage. Fortunately
the fire did not damage the exterior of the building. It stood vacant for
several months and then in July, 1940 the building was sold to a funeral
home. In 1964 the churah was purchased by Paul Hedberg and Dean Sausser,
of Genera7 Properties. During their ownership-the buil�ing �ras leased
to� several dance campanies.
The church appears to have been one of Cass Gilbert's favorite St. Paul
designs. The September 15, 1930 issue of the St. Pau1 Dis atch reports
that when Gilbert returned to St. Pau7 to consult wit city officials on
the capitol approach plan, he made sentimental visits to two buildings,
his former home at 1 Heather Place, and his little church at 311 Ramsey St.
The design of the church, reminiscent of small anonymous mountain chapels
in the Alps, contains several Gothic elements and is unusual in its rustic
massing and use of materials. i'he 1 1/2 story building, constructed of
roughfaced dolostone, is marked by a steeply gabled roof, a picturesque
cluster of three design elements including a square tower, slender chimney
stack, and octagonal bay, and a sweeping stone stairway leading to Ramsey
Street. The mass and form of the tower is offset by a clearly delineated
entrance porch with open braced ogive arch and shingled gable end of the
building which also features an ogive arch in its design. A tall , slender
shingled spire rises from the square stone tower and buttresses and narrow
windows with radiating voussoir further enrich the design. The gable end
of the church has two rows of narrow rectangular leaded windows. The apse
of the church also features small rectangu7ar windows and a conical roof.
Today the German Presbyterian Bethlehem Church is in a state of stabilized
preservation, with the original design still intact. The building is
structurally sound with the exception of the stairway's foundation sinking,

causing the wall to bulge. The top of the chimney is in need of repair.
The only addition to the building is a small , unobtrusive structure in
the rear which was built as a family room for Jewish funerals.
The neighborhood in which the church stands has changed over the years.
Rather than being surrounded by a primarily residential neighborhood,
the church now stands on the border between Ramsey Hill and the proposed
35-E Pleasant Avenue corridor. If the Pleasant Avenue route is chosen,
it will not cut into the church property.
Cass Gilbert (1859-1934) �����
Gilbert was born in Zanesville, Ohio on November 24, 1859. h2 was
raised in St. Paul and apprenticed for a time with A. M. Radcliffe in
1876. Gilbert attended a two year program at the Massachusetts Institute
of Technology and then traveled in Europe before moving to New York and
j oining the firm of McKim, Meade, and White. He returned to St. Paul
in 1882 and established a partnership with James Knox Taylor which
lasted until 1892 when Taylor l�ft to become an architect for the U. S.
Treasury. Gilbert moved to New York in 1899 but kept his St. Paul office
open for about ten years, traveling often to design buildings in both
cities. Gilbert was a prolific designer with an amazing list of accom-
plishments. He is most famous for his designs of the Minnesota State
Capitol and the Woolworth Building in New York, the tallest buiiding
in the world when it was built in 1912. Gilbert also designed the Light-
ener House at 318 Summit, houses at 339 and 505 Summit, 548-54 Portland,
and 1 Heather Place, and the Dittenhofer House at 705 Summit. He also
designed the Virginia Street Church, the Dayton Avenue Presbyterian
Church, the German Presbyterian Bethlehem Church, and St. Clement's
Episcopal Church, as well as the Customs House in New York and the U.S.
Supreme Court Building in Washington, D.C. With Taylor he designed
322-24 and 332 Summit, 89 Virginia Street, and the Endicott Building
in downtown St. Paul .

41HEREAS, the Heritage Preservation Commission has notified the Planning
Comni�ssion that it is recommending the designation of the German
Presbyterian Be�hlehem Church as a Heritage Preservation Site; and
6JHEREAS, the German Presbyterian Bethlehen �izGrch meets the criteria .
for designation as a Heritage Preservation site by virtue of its ti•�ide
recognition as an exceptiona] examole of la��• nineteenth century church
design, and as one of the most well-known desigr�sby Cass Gilbert, and as
a familiar city and neighborhood landmark; and
I�JHEREAS, the designation will serye to orotect and preserve this struturz;

�•JNEREAS, the Planning Commission has reviewed the ��commended designation
in respect to the Comprehensive Plan and other planning considerations; and

designation and any of the proposed alternatives for d�velopment of the
I-35E corridor;
