1 WHEREAS, the last Director of the City of Saint Paul Office of Financial Service, Joe

WHEREAS, pursuant to the Saint Paul Administrative Code, Chapter 21, Officers'
Qualifications, Section § 21.07 . Director - Office of financial services: the director shall haue a
bachelor's degree in accounring, business administration or related field, plus seven yeazs
responsible experience in public or private administration which would provide l�owledge of
budget administration, financial administration, accounting, financial reporting, financial
analysis, debt management, investment management, internal controls, or a combination of these;
WHEREAS, Peter Hames, the current Director of Technology and Management Services
Deparhnent for the City of Saint Paul, has a Bachelor of Art in the related field of Public
Administration, previously heid the position of Director of the Office of Financial Services for
the City of Saint Paul for five years (1982-1985 & 1994-1995), has managed for the cities of
Tracy, California for two yeazs (1991-1992) and Brooklyn Park, Minnesota for two yeazs (1992-
1993) their budgets, accounting, and financial reporting, and has for the city of San Jose,
California for three years (1987-1991) conducted municipal analysis of budgets, budget policies
and financial reporting, and therefore, meets the qualifications for the directar of the office of
financial services;
1 WHEREAS, pursuant to the 5aint Paul Administrative Code § 2.02 (G)(i) the Mayor has
2 appointed Peter Hames to the position of the D'uectar of the Office of Financial Services and the
3 consent of the city council is required for the appointment; now, therefore, be it �� —� �S

5 RESOLVED, that the City Council consents to appoint Peter Hames, the Director of Technology
6 and Management Services, to the additional positaon of Director of the Office of Financial
7 Services.
