This document represents the capital improvement portion of the aM yor's Proposed 1981 Budget. It contains my recommendations for the appropriation of Saint Paul 's limited capital improvement resources, including Capital Improve- , ment Bonds and Community pevelopment Block Grant (COBG) funds. _ - I am sure that you will find these recommendations in general conformance with the direction provided by City Council in Saint Paul Capital Allocation Policies: 1981-1985. You will also find that I have relied heavi y on the recommendations o� the Saint Paul Long-Range Capital Improvement Budget (CIB) Committee. The CIB Committee, assisted by its three task forces (Community Facilities, Residential and Economic Development, and Streets and Utilities) and the Planning '' ` Commission, provides valuable citizen input into the development of Saint Paul�'s ' capital � improvement budget and a sound basis for my recommendations. The Committee's recanmendations are based on thorough review and evaluation of each capital improve- ment proposal and includes input from neighborhood residents and City staff. I commend the many concerned citizens and dedicated City staff inembers who provide the basis for Saint Paul 's Unified Capital Improvement Program and Budget Process. I .am particularly impressed with the recommendations of the CIB Committee for the expenditure of Capital Improvement Bonds. The City's commitment to limiting annual general obligation debt to $10.5 million canbined with our canmitment to the Thomas-Dale sewer, means that the availability of Capital Improvement 8ond funds is limited for 1981 and will continu� to be so through 1983. The Committee. approached a difficu7t fiscal. situation in a most responsible and sound manner. I am proposing some modifications to the Committee's recommendations. In � addition, I am proposing several new approaches to help address significant capital needs. The remainder of this letter explains these changes and proposals. - - In addition to their proposed budget for Capital Improvement Bond funds, the CTB Committee recommended eight priority projects for consideration if funds became available. I am proposing that five of these eight projects be included in the : 1981 Capital Improvement Bond �budget as recommended by the Committee. These projects are: _ , . ;,. ,g. .'' . • ' : . �� � _ .., , .. ; � ���� � Eouncil Members Page 2 ' , _ Sun Ray Library Renovation; Highland Library Parking Lot Lights; St. Anthony Park Library Shed; Burns Avenue Park Acquisition; and Demolition of the Mattocks School � � - I am also recommending that the remain.der of the design monies needed to bring the Hayden Neights Rec Center Gym Addition and Site Work to the point where con- struction can begin be budgeted. Although the request for 1981 included construction, I feel the $458,000 required is beyond the limits of our 1981 Capital Improvement Bond budget. I am not proposing funding of the last two projects on the Canmittee's priority list, though both are of inerit. The first, Mvunds Park Recreation Center Rehabili- •- tation, requests energy retrofit improvements. A total of $400,000 is being proposed for a program to energy retrofit city buildings. I would recommend that improvements . at the Mounds Park Rec Center be considered for funding through that program. The other priority identified, Storm Water Ponding acquisition, is also of con- siderable merit. However, I do not believe that deferral of this program for one year will have significant negative effects. (I also recommend that the energy improvements at the Public Safety Building be considered under the Energy Retrofit Program.� �"' In addition to these projects identified by the CIB Committee, I am recanmending several other projects for Capital Improvement Bond funding. The largest of these is the Davern Tunnel Relief Sewer. This sewer has a history of coilapsing after heavy rains causing a significant health and safety hazard. Funds allocated in 1980 to repair the sewer are not sufficient to address the pro6lem. I believe that it is imperative that we allocate the additional funds necessary to canstruct a relief sewer to correct the problem. . _ I am also recommending funding of several small projects. The Furness Parkway Acquisition will, for a small amount of money, relieve a private property owner of the burden of three lots which cannot be developed without the City selling some of the Furness Parlcway right-of-way. Because the land fits well into the � parkway system, I feel we should address the problem. I am also recommending acquisition of the land abutting Fire Station 7. Fire personnel use this property as access to the rear of the station. However, the current owner is preparing to sell the property which would landlock the station's parking area. This acquisition will also allow another storage facility for fuel, reducing the necessity €or east side fire vehicles to refill at the downtown facility. I have also included Opticom Revisions and the Fire Burn Building in my reco- mmended Capital Improvement Bond budget. The City is required to replace the opticom unit replaced by the State. Without this small allocation, key intersections could be left without an opticom. The Fire Burn Building will provide the facilities necessary to give our firefighters applied training. The facility wi11 also be used by other cities an a fee basis, resulting in additional revenues for the City. a � 5-' �a� Council Members Page 3 In order to include these projects}in the 1981 Capital Improvement Band budget, I am recommending_ reduced funding for or deferral of several projects. I am asking that the Cherokee Park Comfort Station be deferred. I have deleted CIB funding _ for Sidewalk Improvements because this program is funded adequately with. Community - Development Block Grant� funds and Public Improvement .Aid. I have also deleted any additional funds for the DPM/Shuttle Transit because there are sufficient . monies ranaining fran the 1979 appropriation to cover the project until its status is clarified. I am also deferring construction of the Parks Centrai Service Facility until such time that the relationship among the various City equipment and vehicle rrrain- tenance facilities has been determined. Design funds remain, however. Finally, I am recommending no funding for the Youth Athletic Recreation and Equipment Program. 1980 funds r�nain in the program which should be expended - before an additional allocation is made, particularly in such a tight budget year. There are several other changes in other fund sources that I would like to cover briefly. I am recommending that Swede Hollow Development Phase II and the St. Peter/Exchange Traffic Signal be included in the Community Development Block Grant Year VII budget. The monies to include these projects have been taken from the unallocated contingency and by deleting the signing of bus stops in CD eligible areas. While this small project has merit, I believe the traffic signal to be �`� more irr�ortant. Swede Hollow has the potential to be one of Saint Paul 's most valuable aesthetic resources. I am confident that any significant public safety issues can be addressed during design. To assure this, I am also recommending that release of construction monies be contingent upon approval of the detailed designs by the Police Department. I seriously considered a third CD-eligible project: Acquisition of the Rivo]i Street Bluff Site. However, limited funds prevent its inclusion. I do recanmend that CD Year VI funds which will be available if the federal grant for the Margaret. Rec Center is confirmed be seriously considered for the Rivoli Street Bluff acquisi- . tion. • � The St. Peter/Exchange Signal will address what I perceive to be a safety hazard for many of our older citizens. This intersection is dangerous for pedestrians and vehicles alike. However, it becomes more so for the many residents of the area who must cross St. Peter to get to St. Joseph's Hospital. - The only other changes I have made in the CIB Committee's recanmendations relate to the Sewer Repair Fund. Rather than increasing that fund from $15U,000 to 5300,000 (and requiring an increase in the sewer service charge) I am recarnnending that an additional $75,000 be budgeted for major sewer repairs from Public Improvement Aid (PIA). This does lead to a total PIA budget of $675,000 rather than the past �600,000. It should be noted that, while PIA monies for sidewalk reconstruction have been reduced in my proposed budget, the total funding for the project remains near the requested �500,000 because CDBG funds are also being recommended. � - - .�.__��.�..�.�.��.�.�.��..�.»..mA...�............+wowr.�rv ww�ars.� . .. ..y.�„r,j� ..i..,�l . . G-� � �r���I Council Members ' Page 4 As I indcated earlier, I am also proposing several new approaches for meeting some of Saint Paul 's critical capital needs. First, as you know, I suppart the conversion of Saint Paul 's street lights to sodium vapor. I would recommend the use of revenue bonds to finance the conversion. If City Council approves this " approach, $250,OOfl in Capital Improvement Bond funds and $250,000 in CDBG funds currently budgeted for citywide lighting improvements will be available. I recanmend that $88,000 of the CIB funds made available be allocated to remove the asphalt and to plant grass at the Mattocks School site so that a block of asphalt does not remain after the building itself has been demolished. I also recomrr�nd that $118,000 be budgeted for site improvements at the Griggs Recreation Center. The Griggs site is badly in need of erosion controT. The existing fence does not conform with legal requirements and the fields are badly in need of grading and reseeding. The remaining $44,000 could constitute a contingent reserve for securing low bids. • The Community Development Block Grant funds released through use of revenue bonds for lighting conversions could provide a needed supplement for Residential • Street Paving and Lighting in CD eligible areas. The $250,000 would bring the total CD allocation to approximately $2 million and is consistent with the con- centrated attention the U.S. Department of Housing and Urban Development emphasizes in the CDBG Program. '' Two major projects to which I am committed remain unfunded in the CIB budget. They are: Citywide Tree Planting and Residential Street Paving and Lighting in non-CDBG eligible areas. I am committed to replacing the many trees lost through Dutch elm disease but agree with the CIB Committee that Capital Improvement Bonds must be used to meet other priority capital projects during 1981. Therefore, I am proposing that $650,000 of a 1 mill tax increase be used for tree planting. The rgnainder of this 1 mill increase is recommended for sewer inspection and energy related ite�ns included in my proposed operating budget. As you know, the Residential Street Paving and Lighting Program in non-CDBG eligible areas has suffered over .the past several years. The CIB. Committee and , I recan�nd no funding for the Program in 1981, not because it lacks merit but because the funds are simply not available. However, given the number of miles of unpaved residential streets in the City, an annual commitment is the key to progress. Therefore, I am recommending that an alternative approach to funding street paving be actively debated over the coming year. A number of approaches appear to have merit but since the amount of funds required to install an effective annual repaving program will necessarily be substantial, tfi e financing concept should _ be the product of a study with wide participation from all segments of the com- munity. We will, over the coming year, work with the canmunity residents to develop a program that will address this important need. �� 5 �a,�. . Council Members . Page 5 Before closing, I would like to comment on several other projects. As you know, we are committed to participating in the construction of two skyways from �the Minnesota Mutual Building across Jackson and Robert Streets. These two skyways and the Harkins Parking Ramp/Oxford Skyway were submitted for Federal Aid Urban funds. The CIB Committee recommended, very responsibly I believe, that these skyways receive first priority for funding from the proposed Economic Base Devel- . opment Opportunity Fund if FAU funds are not approved. Although these three skyways ranked first, third and fourth in the list of priorities for the region, limited FAU funds mean that only the Minnesota Mutual Bridge over Robert will be considered _ further. It is irr�ortant, therefore, to reserve funds for these skyways. Secondly, Watergate deserves some discussion. My Proposed Budget currently includes $1.25 million for the award. We anticipate final disposition of the matter in September, hopefully prior to final approval of the 1981 budget. While $1.25 million is hopefully a reasonable estimate, the final award could conceivably be more. if so, reconsideration of the budget wi11 be necessary. ' Despite the budget constraints faced by the City in 1981, I believe that the proposed budget addresses our most important needs in a responsible manner. We will continue to face challenges over the next several years. However, I believe we will meet them if we are aggressive and innovative in our approach. - .
