WHERE.AS, the Division of Housi.ng and Building Code Enforcement has requested the
City Council to hold a public hearing to consider the advisabilit� and necessity of the
correction or wrecking and removal of the followin.g deseribed building, said stru.cture
havi.ng been reported to constitute a public hazard:
172 W. Stevens Lot 1, Block 8, Nelson, Stevens, Single family
Kings Addition to the City of dwelling of wood
Sain.t Paul frame construction
WI�RE.AS, it appears that as of July 15, 1g80 the last record owners of said build-
in.g are Douglas V. Gast an.d Carolyn. A. Gast, husband and wife, Fee Owners, 235 W.
Stevens St., St. Paul, MN 55107. There are no mortgages or liens of record.
WHEREAaS, the Division of Housin� and Building Code Enforcement, on behaif of the
City Council did notify by mail the above noted paxties of interest at their last
�.own address;
WHEREAS, a public hearing was held by and before the Council of the City of Saint
Paul in the Council Chambers of the Court House in said City at 10:00 a.m. on Thursday,
August 7, 1980 to consider the advisability and necessity of the correction or wreck-
ing and removal of said structure on the above described property inasmuch as said
structure is reported to constitute a hazard to public health, safety and welfare;
� WHEREAS, upon the facts presented at the said hearing consisting of photographs,
inspection reports and the recommendation of the Building Department, it is further
determined that the above building constitutes a hazaxdous building within the defini-
tion of Minn.esota Statutes �+63.15 for the followi.n.g reasons:
1. The subject property has been boarded up by the owner and the city since
September of 1978; �
2. This building is vacant and boarded;

3. Vacant building registration fees have been paid for one and one-half (1�)
years but the owner indicates on returned questionnaire that he has no present plan.s
for the buildin.g;
�+. The conditions outlined above constitute a public hazard;
5. The owner has made no attempt to satisfactorily repair the damage;
6. The continued vacant and boaxded up condition contributes a bli.ghting in-
fluence on the neighborhood;
now, therefore, be it
RESOLVED, That i.n accordance with Minnesota Statutes �+63.15 throu�h �+63.25, and
based upon the foregoing findings of the City Council, the City of Saint Paul does
hereby make the following Order:
ORDER
1. The owr.tiers of the above described buildin.g shall make the same safe aud not
detri�ental to the public peace, health, safety and welfaxe by having the said build-
ing razed and the materials therefrom removed from the prem.ises within. thirty (30)
days from the date of the service of this Or�ier;
2. IInless such corrective action is taken to comply with this Order or an Answer
served upon the City of Saint Paul a.nd filed in the office of the Clerk of the District
Court of Ramsey County, Mirinesota within twenty (20) days from the date of the service
of this Order, a Motion for summaxy enforc�mEnt of this Order to raze and re�nave the
said building will be made to the Ramsey Coun.ty District Court;
3. Ir� the event that the building is to be razed by the City of Sai.n.t Paul
pursuant to judgment of the District Court, all personal property or fixtures of any
kind which may unreasonably interfere with the razing and removal of this buildin.g
shall be removed within ten (10) days from the entry of judgment; and if not so removed,
the City of Saint Paul shall remove an.d dispose of such personal property and f�tures
as provided by law;

The Division af Housing and Building Code Enforcement is hereby submitting its
report on the condition of the structure at the location referred to above.
The owner of record is Douglas V. Gast, 235 W. Stevens Street, St. Paul, MIV 55107.
The legal deseription of the property is Lot l, Block 8, Nelson, Stevens, Kings
Addition, parcel code 06-54700-010-08.
The building is a single family dwelling of wood frame cons�ruction.
The sub7j�ect property has been boarded up by the owner and the City since Septe�er
of 1978.
This building is vacant and boarded. Vacant building registration fees have been
paid for one and one-half (1 1/2) years. The owner indicates on returned questionaire

Inasmuch as the conditions outlined above constitute a public hazard and the owner
has mad�e 'no attempt to satisfactoril,y repair the damage despite our warnings, and
