That the peutioner's, their successors and assigns shall pay $500.00 as an administrative fee for
this vacauon which is due and payable within 60 days of the effective date of this resolution.
That a permanent utility easement shall be retained within the vacated area to protect the interest
of Northem States Power Company.
That, with the accompanying Utiliry Easement Certificates of Intended Non-Use, filed
voluntarily on behalf of Qwest Communications, Incorporated, District Energy St. Paul,
Incorporated, MCI Metro Incorporated MediaOne, The Saint Paui Regional Water Services, and
The Deparlment of Public Warks, made a part hereof by this reference and filed in the office of
the City Clerk of Saint Paul, the City, for itself and on behalf of these corporations and
departments waives the right to the uulity easements in the vacated area described above.

We, the undersi�ed, constituting a majority of the owners of the abutting properties, do hereby
petition the Council of the City of Saint Paul to vacate its interest in the properry legally
described as foliows (the "Aldine Street Properiy"):
That part of Aldine Street, formerly lmown and dedicated as Wright Street in
Quinby Park, Ramsey County, Mimiesota, which lies northerly of the easterly
extension of the south line of Lot 7, Block 6, in said Quinby Pazk and southerly of
a line drawn from the northeast comer of said Block 6 to the northwest comer of
Block 3, Excelsior Park, Ramsey County, Minnesota.
We request this vacation for the following reasons:
Total Tool Supply, Inc. ("Total Tool") operates a manufacturing, wazehouse and
distribution facility on property located at 315 N. Pierce Street, which lies easterly
of and contiguous to the Aidine Street Property. Total Tool wishes to expand the
existing facility through construcrion of a new building addition, covered storage,
loading docks and related driveway and parking areas. The proposed expansion
will include redevelopment of the Aldine Street Property and the vacant land
lying westerly of and contiguous thereto. The Aldine Street Property is largely
unimproved, but Totai Tool currenfly utilizes the easterly portion of this property
for additional driveway access to its facility.
Attached are six copies of the conceptual site plan for the proposed development intended for
construction on the lands to be vacated.

We, the undersi�ed, constituting a majority of the owners of the abutting properties, do hereby
petition the Council of the City of Saint Paul to vacate its interest in the properry legally
described as foliows (the "Aldine Street Properiy"):
That part of Aldine Street, formerly lmown and dedicated as Wright Street in
Quinby Park, Ramsey County, Mimiesota, which lies northerly of the easterly
extension of the south line of Lot 7, Block 6, in said Quinby Pazk and southerly of
a line drawn from the northeast comer of said Block 6 to the northwest comer of
Block 3, Excelsior Park, Ramsey County, Minnesota.
We request this vacation for the following reasons:
Total Tool Supply, Inc. ("Total Tool") operates a manufacturing, wazehouse and
distribution facility on property located at 315 N. Pierce Street, which lies easterly
of and contiguous to the Aidine Street Property. Total Tool wishes to expand the
existing facility through construcrion of a new building addition, covered storage,
loading docks and related driveway and parking areas. The proposed expansion
will include redevelopment of the Aldine Street Property and the vacant land
lying westerly of and contiguous thereto. The Aldine Street Property is largely
unimproved, but Totai Tool currenfly utilizes the easterly portion of this property
for additional driveway access to its facility.
Attached are six copies of the conceptual site plan for the proposed development intended for
construction on the lands to be vacated.

Quinby Park, Ramsey County, Mimiesota, which lies northerly of the easterly
extension of the south line of Lot 7, Block 6, in said Quinby Pazk and southerly of
a line drawn from the northeast comer of said Block 6 to the northwest comer of
Block 3, Excelsior Park, Ramsey County, Minnesota.
We request this vacation for the following reasons:
Total Tool Supply, Inc. ("Total Tool") operates a manufacturing, wazehouse and
distribution facility on property located at 315 N. Pierce Street, which lies easterly
of and contiguous to the Aidine Street Property. Total Tool wishes to expand the
existing facility through construcrion of a new building addition, covered storage,
loading docks and related driveway and parking areas. The proposed expansion
will include redevelopment of the Aldine Street Property and the vacant land
lying westerly of and contiguous thereto. The Aldine Street Property is largely
unimproved, but Totai Tool currenfly utilizes the easterly portion of this property
for additional driveway access to its facility.
Attached are six copies of the conceptual site plan for the proposed development intended for
construction on the lands to be vacated.

The property owner of Block 3. Fzcelsior Park has requested a waiver of all easements in that
part of Aldine Street, formerly 1�►own and dedicated as Wright Street, in Quinby Park,
Ramsey County, Minnesota, which lies northerly of the easterly extension of the south line
of Lot 7, Blcek 6, in said Quinby Park and southerly of a line drawn from the northeast
corner of said Blcek 6 to the northwest corner of Block 3, Excelsior Park, Ramsey County,
Minnesota.
The purpose of this request is to a construct building addition, covered storage area, loading
docks, driveway and parldng areas. Please execute the enclosed certificate and retum it to the
Real Estate Division, as addressed above, by July 21, 2000.

NOTICE OF PUBLIC HEARING
Notice is hereby given that the petition of Total Tool Supply, for
the vacation of that part of Aldine Street north of the railroad
right-of-way and south of Roblyn Avenue as more fully described on
file and on record in the office of the City Clerk of Saint Paul,
Minnesota, will be heard and considered by the Saint Paul City
Council at a meeting to be held in Che Council Chambers on the 3rd
floor of City Hall and Court House on the 27th day of September,
