WHEP.EAS, the St. Paul City Council passed a unanimous resolution calling for
a public he�ring on S. 2827 to clarify the legislative intent and timely deletion
of Sec. �3& as it relates to cable communications; and
WHEREAS, prospective cable companies in the St. Paul franchise have been
advised to affirmatively reinforce their commitment to corrr�nnunity access by
notifying the Senate Commerce Committee, the Minnesota Congressional Delegation,
and the National Cable Company Association of their support of the council
resolution; and
WHEREAS, the City Council set forth that if corrective action is not taken
during the present session of Congress, this council will reconsider the alter-
native of municipal ownership of a cable communications system in the City of
St. Paul ; and
WHEREAS, it is possible that Congress may not take corrective action dur-
ing the present session thusly resulting in council 's reconsideration of municipal
ownership; therefore be it
RESOLVED, that as a precautionary matter, this council hereby direct the
Council Investigation and Research Division to immediately undertake a study of
municipal ownership of a cable communications system in the City of St. Paul .
