WHEREAS, allegations have been made that certain officers
of the City of Saint Pau1 ma.y have violated Section 25.01 of
the Saint Pau1 Administrative Code on or about July 7, 1980;
and
WHEREAS, because of the special and unusual circumstances
in this case the City Council wishes to avoid even the appearance
of conflict of interest in the investigation and resolution of
these charges; and
WHEREAS, the City Attorney does request by reason of special
and unusual circumstances that special counsel be appointed to
examine these allegations and to determine whether probably cause
exists to support and pursue a charge; now, therefore, be it
RESOLVED, that i be and is hereby
appointed as special counse or t e imite purpose of reviewing
the police investigation of the allegations of violations of
Chapter 25.01 of the Administrative Code and to report back to
the City Attorney his recommendations as to wh.at legal action
is appropriate; and, be it
FURTHER RESOLVED, that compensation for such � ecial counse�
