RESOLVED, that the Civi1 Service Rules be amended in Section
3.K �Professional-Administrative Supervisors Group) by striking from
Grade 34 tlie title of Director of Medical Services and inserting this
title in Grade 39; and be it
FURTHER RESOLVED, that the Civil 5ervice Rules be further
amended by striking from Section 32 the class specification for the title
of Director of Medical 5ervices and substituting in lieu thereof the attached
class specification for the title of Director of Medical 5ervices.

DESCRIPTION OF WORK
General Statement of Duties: Performs nanagerial work in planning and �
directing the Medical Services of the Division of Public Health, and
perform.s related professional duties as required.
Su�ervision Received: Works under the general guidance and administrative
direction of the Public Health Services Manager.
Supervision Exercised: Exercises within the Division's Medical Service
unit medical supervision directly and through subordinate supervisors
over professional, technical and clerical staff.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by a1Z positions in
this class.
Organizes, pla�s, delegates and directs the medical activities of the
Division .of Public Health including family planning, immunization,
venereal_ disease control, tuberculosis control, child health, nutrition,
geriatric health and other medical programs.
Provides and directs the operation of a communicable disease surveillance
and control program for the City of St. Paul.
Provides professional supervision for other physicians working within the
Division.
Acts as a consultant for divisional health education and prevention programs.
Provides technical advice in the operation of the medical laboratory.
Establishes medical priorities and develops new medical service programs
for the Division of Public Health.
Provides physician support services when needed in one or more of the
medical activities operated by the Division of Public Health.
Provides professional liaison between the Division and the Ramsey County
Medical Society, St. Paul-Ramsey Hospital, and other professional medical
establishments in the community.
Assists in the development of the annual budget for the MedicaZ Services
programs.
Participates as a member of the Division's Management Team.�
Makes reports and recommendations �to the Division's manager.
KNOWLEDGES, SKILLS AND ABILITIES
Thorough knowledge of the practice of inedicine.
Considerable knowledge of public health principles, practices and programs.
Considerable ability to plan, organize and delegate work.
Considerable ability to deal tactfully and efficiently with the public and
staff personnel.
Considerable ability to deal effectively with Iocal care institutions and
medical groups.
MINIMUM QUALIFICATIOI35
Graduation from a recognized medical school and two (2) years of professional
experience in the field of interna'1 medicine, pediatrics, family practice,
or obstetrics and gynecology. A Master's Degree in �ublic Health may be
substituted for up to one (1) year of professional experience. Must be
licensed to practice medicine in the State of Minnesota.

� We recommend your approval and submission of this Resolution to the City Council.
PURPOSE AND RATIONALE FOR THIS ACTION:
This Resolution changes tlie grade for Director of �Niedical Services in
5ection 3.K (Professional-Administrative Supervisors Group) from
Grade 34 to Grade 39. It also replaces the current class spe�ification
with an up-dated class specification.
The bi-weekly salary ranges for Grades 34 and 39 are shown below:

DIRECTOR OF MEDICAL SERVICES
Duties and responsibilities:
Under administrative d.irection, to have charge of all medical
services in the Bureau of Health; and to perform related
work as assigned..
Examples of work performed:
To plan and direct the medical activities of the Family Planning,
Immunization, Venereal Disease, Tuberculosis, and Child
Health Clinics throughout the city.
To provide medical direction for the school nursing program
including procedures for a communicable d.isease control
program.
To act as a consultant for educational and preventive programs,
such as the Coronary Care Program.
To advise in the development of health care programs with the
staff of the nursing homes to insure adequate treatment for
the patients.
To provide technical advice in the operation of the medical
laboratory.
• To establish medical priorities and develop new medical service
programs for the Bureau of Health.
To prepare the annual budget for the Division of Medical Services.
To make reports and recommendations.
Minimum qualifications:
Graduation from a recognized medical school and five years'
professional experience in the field of obstetrics and
gynecology, or pediatrics. Must be licensed to practice
medicine in the State of Minnesota.
