1 WHEREAS, pursuant to Council File #86-1 �24, residential permit parking was previously instituted on behalf of
2 the residents residing in the University of St. Thomas College area in accordance with Chapter 16S of the Saint Paul
3 Legislative Code; and
WNEREAS, the Council of the City ot Saint Paul previously found that the atorementioned residential area did
not have sufficient off street parking to accommodate the residential parking needs of the residents as well as the
parking needs of non-residents who use non-residential facilities in the area which lack sufficient off-street parking; and
9 WHEREAS, affected residents have subsequently submitted petitions requesting that certain permit parking
10 restrictions be installed in these blocks;

12 WHEREAS, Public Works staff has investigated the basis for the petition and concluded and recommended
13 adoption of the changes requested in the petition;

15 NOW THEREFORE BE IT RESOLVED that the following parking regulations shall be established in the
16 residential area near the University of St. Thomas as follows:

18 t. Install parking regulations reading�rExcept by Permit or unless othenvise posted, No parking
19 8:00 a.m. - 8:00 p.m. Monday - Friday, Area 22 on the following street:

21 Both sides of Goodrich Avenue from Cretin Avenue to Finn Street.

23 BE IT FINALLY RESOLVED, that these parking regulations wiil be in effect and be enforced thirry (30) days after
24 City Council approval.

They have met the 60% requirement. Students from St. Thomas College and commuters who use Cretin
Ave. bus to i-94 park all day on this block. Residents cannot even park when they get home.
ADVANTAGESIFAPPpOVED:
Residents with permits will be able to park exempt of the No Parking 8AM-8PM Monday-Friday zone.
Commuters and students can be tagged.
