WHEREAS, the U. S. Department of Labor through the National Association of Workforce Boards
(1VAWB), has designated the City of Saint Paul as grant recipient and administrative entity for these funds; and
WHEREAS, the Welfare to Work Program will provide employment and training assistance to hard to
serve welfare recigients in the Saint Paul area; and
WHEREAS, the U.S. Department of Labor has allocated $138,800 in additional Welfare to Work
funds to the Ciry to provide services to 180 "hard to serve" welfare recipients for the period of July 1, 1998
through November 30, 2000; now therefore be it
RESOLVED, that upon the recommendation of the Mayor, the Council of the City of Saint Paul does
hereby approve the City's participation in the High Performance Learning Project for Saint Paul; and be it
RESOLVED, that the proper City of Saint Paul officials aze hereby authori2ed and directed to execute
appropriate contracts for the delivery of employment-related services; and be it

30 available for appropriation revenues in excess of those estimated in the 2000 budget; and be it
