The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
, FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
� all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

ADVISABILITY AND DESIRABILITY
PROJECT: RECONSTRUCT SIDEWALK Southeast side of W. SEVENTH ST. from Goodhue St. to
Dousman St.
INITIATING ACTION: This order was initiated by the Director of Public Works on the basis
of a petition with 1 signer representing 33% of the frontage and inspection of the walk.
EXISTING CONDITIONS: This walk is poured concrete with tripping hazards , water pockets ,
cracked concrete panels and scaled and tipped panels. Remarks: Reconstruct with
integral curb.
PROJECT: RE�ONSTRUCT SIUE�ALK East side of PAYNE AVE. from Rose Ave. to Maryland Ave.
INIT6ATING ACTION: This order was initiated by the Director of Public Works on the basis
of 1 complaint a�� a petition witt� a signer (Carlson Funeral Home) representing 100� of
the frontage and in5pection of the walk.

of 1 complaint and a petition with 1 signer (Ron Saxon Ford) representing 100$ of the
frontage and inspection of the walk.
EXISTING CONDITIUNS : This walk is poured concret� with water pockets, cracked concrete
panels , scaled, tipped and settled panels. Remarks : Reconstruct with integral curb.
PROJECT: RECONSTRUCT SIDEWALK West side of PAYNE AVE. from Bedford St. to Edgerton St.
INITIATING ACTION: This order was initiated by the Director of Public Works on the basis
of a petition with 1 signer representing 33� of the frontage and inspection of tMe walk.

panels and scaled, tipped and settled panels. Remarks : Reconstruct with integral curb.
All 4 orders have the following recommendation:

Sidewalk reconstruction projects will be financed without the levy of a local improve-
ment assessment.
For first time sidewalk construction, where none now exists, the assessment rate for
one and two familq property is proposed to be $S.a� per assessable foot for a 5-foot
wide sidewalk.
First time sidewalk construction for all other properties will be assessed at actual
costs which are estimated as follows:
5-foot wide sidewalk $8.00 per assessable foot
6-foot wide sidewalk $9.60 per assessable foot
In addition to the above, charges will be made for extra work which is a particular
benefit to the abutting property, such as driveway construction, additional sidewalk
width, service walks based on the annual sidewalk contract prices on file in the De-
partment of Public Works. As�essment rates for sidewalk widths other than those
quoted above will be prorated accordingly.
