Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, The Councj1 of the C�ity of Saint Paul has conducted a public hearing for the purpose of determining the 1980 Tree Maintenance Program and proposed service charges to be levied therefor against benefited properties; now, therefore, be it RESOLVED, That the Council does hereby approve the 1980 Tree Maintenance Program as submitted by the Department of Comnunity Services and the est�mated cost of such services to be charged against benefited property�- as set forth in the Department's report, a copy of which is on file in the office of the City Clerk, and the Department of Community Services is hereby authorized to perform the said tree maintenance work and report its costs to the Department of Finance and Management Services in the manner required by Chapter 19 of the Saint Paul Administrative Code. ' ���l.�ly"3 SAINT PAUL 1980 FORESTRY MAINTENANCE PROGRAM 1 . BENEFITTED DISTRICTS FORESTRY MAINTENANCE. . . A. Operating Program for Benefitted Tree Maintenance Districts. 1 . Djstrict Street Tree Trimming; In this operation trees will be trimmed to: a) Preserve their health. Dead, diseased, or insect infested ranc es are removed to prevent decay producing fungi from penetrating into the part of the tree to which these branches are attached. Live branches are removed to permit penetra- tion of sunlight and circulation of air through the canopy, � or to compensate for the loss of roots f rom root cutting. Rubbing branches are removed to prevent eventual decay. b) Insure safet . Dead, split and broken branches are removed to insure pu ic safety. Low hanging branches are removed to a height where they will not interfere with pedestrian and vehicular traffic. Trimming is also required to insure proper street lighting and vision for traffic control devices. c) Improve appearance and remove conflicts. Small plantings are tr�mmed to train trees to exist under City conditions. As trees grow larger, conflicts with porches , roof, yard trees, etc. must be corrected.
