The peutioner shall provide acceptable access to the properties on Wells Street between Payne Avenue and W aish Street until said properties have been acquired and residents relocated. The petiuoner shall accept ownership and responsibility for the existing 12" sanitary sewer in York Avenue between Weide and Wa1sh Streets and the 9" sanitary sewer in Wells Street west of the manhole 20 feet west of the center line of Arcade Sueet.
