RESOLVED, That in accordance with Mirmesota. Statutes Sections 463.15 through
463.25, an.d based uQon the foregoing findings of the City CoLmcil, the Cotmcil of
the City of Sa.int Paul does hereby mak�e the follawing Order;
ORDER
1. Th,e owners of the above described building shall make th,e same safe an.d
not detrimen.ta.l to the public peace, hea.lth, safety and T,aelfaxe by ha.vin,g the said
building razed and the materials therefram re�mved fram the pre�nises within thixty
(30) days fram the da.te of the service of this Order:
2. Unless such corrective actian is taken to ccx�ly with this Order or an
answer served u{�on the City of Saint Paul and filed in the office of the Clerk
of the District Court of Ramsey Cotu�.ty, Mirmesota wi.thin tw�nty (20) da.ys fran the
date of the service of this Order, a Motian for sta�ry enforce�men.t of this Order
to raze and rempve the said building will be made to the Ramsey Crnmty District
Court;
3. In the event that the building is to be razed by the City of Sa.int Paul
pursuant to jcha,g}nent of the I7istrict Court, all persanal property or fixtures of
an.y kind whi.ch ma.y Lmrea.sana.bly interfere with the razing and re�nval of this building
shall be reimved within ten (10) da.ys fram the entry of judg}��ent; and if not so renaved,
the City of Saint Paul shall remove an.d dispose of su�ch persanal property and f�-
t�es as provided by law;
4. If the City of Saint Paul is campelled to take any corrective actian herein,
all necessary costs ex}�ended by the City will be assessed agaulst the above deseribed

On Ji�e 5, 1980 the City CoLmcil passed a Resolution for Dem�lition on the structure
at 45� Ec�mmd. Included in the resolution was a rec{uest for a status update in two
weeks as to the progress by the owner in his attempt to rehabilitate the structure.
On JLme 17, 1980 I inspected the building and fotmd work in progress on the exterior
(removing old and damaged siding) .
We have not recei�ed the rec{uired $500,�00.00 Liability Insurance. This is required
before permits can be obtained. I will report to the Council in two weeks.

Work on the building has stopped. The rear door is open. We have notified. the
owner to resecure the rear entrance.
As of this date we have not recea.ved proof of the rec�uired liability insurance
nor have any permits been issued for the rehabilitation of the structure.
It is our policy in cases of this nature to allow the City Attorney's office to
continue processing the file toward District Court.
Another progress report will be submitted within thirty (30) days.

The Division of Housing and Building Code Enforcement is hereby submitting its
report on the condition of the structure at the location ��eferred to above.
The owners of record are: Registered Fee Owner: Edith A. Durant, 8880 North Shore
Trail, Forest Lake, Minnesota 55025 and Unregistered Purchaser: Rick Phillips,.
831 S.E. 13th Avenue, Forest Lake, DRV 55025.
The 1ega1 description of the property is Lot 7, George H. Schicklers Addition,
parcel code 08-68000-070-00.
The building is a single family dwelling.
The subject property has been boarded � by the City since October 21, 1979.
This building has been badly da.rriaged by fire. It was reboarded again in April.
We have received several complaints from the neighbors and the police about yotmg
children entering the building.
Ina.smuch as the conditions outlined above constitute a public ha.zard and the owner
has made no attempt to satisfactorily repair the damage despite our warnings,
and the continued vacant and boarded ;� cc�ndition cQntributes a blighting influence
on the neighborhood, it is the recc�enendation :of this Division that this ma.tter by
referred to the City Attorney's oi�f�:ce for razing and removal throu� District
